About this opportunity

The Town of Palm Beach, Florida, issued Invitation to Bid (ITB) No. 2026-010 on January 20, 2026, for Police Station Improvements, with bids due by March 3, 2026. This construction services procurement seeks qualified contractors to renovate and expand the Police Station located at 345 South County Road, Palm Beach, Florida. The scope of work includes renovation of staff locker rooms (one men's and one women's), two staff restroom spaces, and two public restroom spaces; replacement of aging sanitary and domestic water piping throughout the building; video inspection of all piping below the building's slab foundation to assess integrity and determine feasibility of pipe lining as an alternative to full replacement; enclosure of portions of the existing exterior arcade to accommodate locker room expansion; selective slab modifications; new masonry construction; exterior stucco application; and integration of new mechanical, electrical, and plumbing (MEP) infrastructure with existing building systems. Qualified contractors must demonstrate a minimum of three years of experience with municipal or commercial contracts and provide a minimum of three samples of comparable projects in type, size, complexity, and scheduling; the Town will evaluate proposals based on the quality and relevance of experience demonstrated. A pre-bid meeting was conducted via Microsoft Teams to allow prospective bidders to obtain clarification on project requirements. Bids must be submitted electronically through the Town's eProcurement Platform (EUNA Solutions), with pricing remaining firm for 120 calendar days after the solicitation due date. The Town will provide the successful bidder a Notice of Award within 120 days after bid opening, and the contractor must submit a Schedule of Values within ten days of award and a construction schedule within ten days of Notice to Proceed.

Bidders must comply with extensive compliance and qualification requirements, including registration with E-Verify to verify employment eligibility of all workers and subcontractors; certification of compliance with Florida foreign entity laws, human trafficking statutes, and scrutinized companies divestment requirements; execution of a drug-free workplace certification; completion of a bidder's qualification form demonstrating current County and/or Municipal Tax Receipt and principal officer information; provision of five current professional references from the preceding three years; and acknowledgment of protest procedures with filing fees equal to 10 percent of the estimated contract value (minimum $10,000). Bid bonds are required for bids of $100,000 and over at five percent of the total bid amount, while performance and payment bonds are mandatory for bids of $200,000 and over; all bonds must be obtained through the Surety2000 electronic platform and executed by a surety company licensed in Florida. Insurance requirements mandate comprehensive general liability coverage of $5,000,000 per occurrence with $10,000,000 aggregate, business auto liability of $1,000,000 combined single limit, workers' compensation with statutory Florida limits, and employers liability of $100,000 per accident. The project involves working within an existing structure constructed on a thick monolithic slab foundation located below the water table that shall not be modified, and load-bearing interior walls supporting the floors above, creating specific constraints for renovation work. No specific contract value or budget range is detailed in the solicitation documents; however, liquidated damages apply for schedule delays, assessed daily according to a schedule adopted from the Florida Department of Transportation based on the original contract value, ranging from $904 per calendar day for contracts valued at $299,999 and under to higher amounts for larger contracts.
