About this opportunity
The University of Maryland, Baltimore is requesting proposals for a Project Management Information System (PMIS) implementation partner to manage data migration, integration, and Kahua platform implementation, with proposals due January 30, 2026 at 2:00 p.m. ET via the eMaryland Marketplace Advantage system. Amendment #1, issued January 23, 2026, increases the data migration scope from 30 to 60 projects, requiring vendors to adjust pricing accordingly. No MBE set-aside or requirement applies, though MBE vendors are encouraged to bid. No incumbent exists for this new service.
The scope encompasses migration of 60 projects (budgets, documents, contracts, invoices) from the existing Trimble Unity Construct system, system integration with Oracle ERP (Quantum), Assetworks AiM (one-directional), and Sweeten MBE reporting database via Oracle Integration Cloud APIs, development of 10 operational dashboards and 20 custom reports, delivery of 12 virtual role-based training sessions and 12 in-person workshops, and up to three months of post-go-live support. Implementation is expected to begin in early April 2026 and conclude in early 2027. The system will serve approximately 60 internal users and 500 external users. Vendors must demonstrate prior experience implementing both Trimble Unity Construct and Kahua platforms and possess expertise in higher education PMIS implementations, project management processes, system integrations, data migration, and reporting and dashboard development. Offshore resources are permitted provided working teams are available during East Coast business hours.
Cybersecurity incident coverage of $10 million is mandatory and cannot be relaxed or included as a contract cost; subcontractors must either carry coverage or be covered under the primary vendor's policy. Additional insurance requirements include Commercial General Liability ($1 million per occurrence, $3 million aggregate), Business Automobile Liability ($2 million per accident), Workers Compensation (statutory), and Errors and Omissions/Professional Liability ($1 million per claim, $3 million annual aggregate). Insurance certificates must be submitted immediately upon award; submission after award results in disqualification and contract award to the next highest-scored vendor.
Proposals use a two-volume submission format with technical proposals not exceeding 30 pages evaluated separately from financial proposals. Technical evaluation criteria, with "Proposed Implementation Team" receiving the most weight and remaining criteria weighted equally, include System Integration, Data Migration, Dashboards & Reporting, Testing and Quality Assurance, Project Planning & Management, Business Process Development, Post-Go-Live Support, and Training & Knowledge Transfer. Vendors must achieve a minimum technical score of 75 percent to advance to financial evaluation. Vendor interviews for top-scoring proposals are scheduled for February 12, 2026. Proposals must remain valid for 120 days following closing. Vendors must be registered on eMMA and submit Appendix H acknowledging receipt of Amendment #1 and any future amendments.
