About this file

This document is a Questions and Answers clarification issued by the University of Maryland, Baltimore (UMB) on January 20, 2026, for Solicitation RFP 91203JAH (Solicitation Number BPM054729) regarding the PMIS Implementation Project. The University seeks a qualified implementation partner to manage the data migration, integration, and implementation of the Kahua project management information system platform. The RFP addresses implementation services and data migration only, as the Kahua software is already under contract. The implementation is expected to begin in early April 2026 and conclude in early 2027, progressing through defined phases including project planning, requirements gathering, system integration, workflow configuration, data migration, training, testing, go-live, and three months of post-go-live support. Approximately 30 projects will be migrated from the existing Trimble Unity Construct system, with an estimated 60 internal users and 500 external users utilizing Kahua. The solicitation requires completion of a detailed scope table covering project planning and management, bidding processes, design reviews, construction, inspections, commissioning, and closeout procedures. UMB will provide facilities and equipment for in-person workshops, sample reports and dashboard mockups, process documentation, and internal technical resources for Oracle ERP integration support.

The implementation partner must carry $10 million in cybersecurity incident coverage due to network and data access, a requirement that cannot be relaxed and cannot be included as a cost in the contract pricing; subcontractors must either carry the coverage or be covered under the primary vendor's policy. UMB does not disclose project budgets and has no MBE requirements, though MBE vendors are encouraged to bid. No incumbent exists for this new service. The vendor must demonstrate prior experience implementing both Trimble Unity Construct and Kahua platforms, possess strong expertise in higher education implementation, project management processes, system integrations, data migration, and reporting and dashboard development. Integrations will utilize Oracle Integration Cloud middleware to connect to Oracle ERP (Quantum), Assetworks AiM (one-directional from Kahua), and the Sweeten MBE reporting system via APIs. Offshore resources are permitted provided the working team is available during East Coast business hours. Upon award, vendors must submit valid insurance certificates promptly. Insurance certificates or proof of coverage submitted after award will result in disqualification, and the next highest-scored vendor will be awarded the contract.
