About this opportunity

Colorado Parks and Wildlife is requesting sealed bids for furnishing and installation of a modular seasonal housing unit and campsites at Yampa River State Park near Hayden under IFB 2027*004 (Project C25YA1), with bids due August 21, 2026 at 1:00 p.m. Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs receive a 5% bid preference. Colorado prevailing wage requirements apply to projects exceeding $500,000, with contractors required to employ at least 80% Colorado labor on this public works project or provide written justification for non-compliance.

The scope encompasses site preparation, utility installation, building placement, and site restoration across 17 base bid items and 10 optional items. The manufactured housing unit must be certified under the Colorado Division of Housing Factory-Built Structures Program, constructed to state-adopted IRC/IBC standards, and display an affixed CDOH Residential Insignia; stick-built construction is not acceptable. The unit shall be produced by Upward Homes or an approved equivalent meeting specifications including a 200-amp minimum electrical service, 96%-efficient gas furnace with 3-ton minimum air conditioning, Type L copper or PEX plumbing, 80-gallon electric water heater, and windows with U-factors of 0.33 or better. Quantities include 465 tons of imported fill, 180 tons of compacted aggregate base course, 370 linear feet of 1.5" HDPE water service, and 32 linear feet of 4" PVC sanitary sewer. State Electrical and Plumbing permits are required. Appliances will be furnished and installed by CPW, not the contractor. The project is not subject to Build America, Buy America requirements, allowing overseas manufacturers to be proposed.

A 5% bid bond (or certified/cashier's check) is required for bids exceeding $50,000; performance and labor/material bonds at 100% of contract price are required for awards of $150,000 or more. Payment is structured as 75% upon inspection and approval following placement, with final payment upon completion and punch list closure; 10% is retained until final project approval. Liquidated damages are $267.58 per day for non-completion within the 120-calendar-day contract period from Notice to Proceed (September 28, 2026, with Substantial Completion by January 26, 2027). The non-mandatory pre-bid conference was held July 31, 2026. Written questions were due August 7, 2026. Notice of Intent to Award is tentatively scheduled for August 28, 2026.
