About this file

This is a Questions and Answers document issued by the Colorado Parks and Wildlife (CPW) Northwest Region Office for the Yampa River State Park Seasonal Housing and Campsites project, Invitation for Bid (IFB) 2027*004, dated August 10, 2026. The project involves the construction of seasonal housing units and campsites at Yampa River State Park. The manufactured housing units must be certified under the Colorado Division of Housing Factory-Built Structures Program, constructed to the state-adopted IRC/IBC standards, and display an affixed CDOH Residential Insignia; stick-built construction is not acceptable. The project requires approximately 1,120 cubic yards of fill material, with bid items including imported fill, Pit Run #1 material, and Class 6 material, with conversion factors of 1.5 tons per cubic yard for Class 6 and miscellaneous fill and 1.6 tons per cubic yard for Pit Run #1. Optional spur campground sites and their associated grading and fill materials are included in optional bid schedule items 20-22. The manufacturer referenced in the drawings is Champion Homes. State Electrical and Plumbing permits are required for the project.

The project is not subject to Build America, Buy America requirements, allowing overseas manufacturers to be proposed as named suppliers or approved equals through qualified Colorado prime contractors. Appliances, including refrigerator, range/cooktop, hood vent, and microwave, will be furnished and installed by CPW rather than the contractor. The existing water line size should be field-verified, as drawings show both 3" and 2.5" options but the line is believed to be 2.5". Manufactured residences that meet or exceed the design criteria will be evaluated in accordance with Section 01100, and alternate product submittals are permitted with appropriate documentation. Reference photographs of existing buildings at the site were provided to clarify desired roof lines and architectural context.

Project Questions and Answers – 8/10/2026 Yampa River SP – Seasonal Housing and Campsites

IFB1 – 2027*004 Page 1 of 4 C25YA1

QUESTIONS AND ANSWERS ARE HEREBY INCORPORATED WITH THE BID DOCUMENTS

1. Question: Could you confirm whether an overseas manufacturer may be proposed as the named modular-unit supplier or an approved equal through a qualified Colorado prime contractor?

Answer: This project is not subject to Build America, Buy America, so a manufacturer will not be disqualified for being located outside of the United States.

2. Question: For the seasonal housing units, is the specification written around a named product, or may a bidder propose an alternate manufacturer as an approved equal? If an approved-equal path is available, could you confirm what documentation is required, and whether the alternate must be identified in the bid or may be submitted with shop drawings after award?

Answer: Manufactured residences that meet or exceed the design criteria will be considered in accordance with Section 01100.

3. Question: Section 13122.6 requires the housing unit to be certified to HUD requirements.

Would a factory-built modular unit certified under the Colorado Division of Housing Factory-Built Structures program, carrying a Division of Housing insignia and built to the adopted IBC/IRC, be considered an acceptable equivalent under Section 01100 - Alternate Products? Or is HUD certification a fixed requirement for this item regardless of an alternate product submittal?

Answer: Manufactured housing units are to be designed, manufactured, and certified under the Colorado Division of Housing (CDOH) Factory-Built Structures Program, constructed to the state-adopted IRC/IBC, and displaying an affixed CDOH Residential Insignia. See Addendum No. 1.

4. Question: Can the house be stick built?

Answer: Manufactured housing units are to be designed, manufactured, and certified under the Colorado Division of Housing (CDOH) Factory-Built Structures Program, constructed to the state-adopted IRC/IBC, and displaying an affixed CDOH Residential Insignia. See Addendum No. 1.

5. Question: What Permits are needed?

Answer: State Electrical and Plumbing.

6. Question: What size is the water line we are tying into, the drawings show 3” and 2.5”?

Answer: The size of the existing water line is thought to be 2.5” however this should be field verified.

7. Question: Who is the manufacturer of the floorplan in the drawings?

Answer: Champion Homes.

8. Question: Can you clarify the onsite grading and imported materials scope and quantities?

The quantities in the bid schedule (in tons) do not seem to align with the tables shown on the grading plan Sheet 4 (in CY). Please clarify the conversion factors used and how the quantities accumulate to get the 1,120cy net fill.

Answer: The final proposed surface requires approximately 1,120 cubic yards of fill when comparing the final proposed surface to the existing surface. This final fill requirement includes all required Class 6, Pit Run #1, non-structural fill, etc.

that will be required to be imported. The total 1,120 cubic yards of fill includes the optional spur campground sites. See the “Gravel Surface Fill Quantities” and “Earthwork Cut/Fill Summary” table including the notes as shown on Sheet 4 for additional detail.

A conversion of 1.5 tons per cubic yard was used to convert from cubic yards to tonnage for the Class 6 and miscellaneous fill. A conversion of 1.6 tons per cubic yard was used to convert conversion from cubic yards to tonnage for Pit Run #1.

9. Question: The 465 tons of imported fill (bid item #4) matches the total of the pit run (bid item #5) and Class 6 (bid item #6) quantities - is that just coincidence or is there overlap or other reason for that?

Answer: It is a coincidence that the 465 tons of imported fill (bid item #4) matches the total of the pit run (bid item #5) and Class 6 (bid item #6) quantities.

10. Question: Can you confirm that the grading/fill materials related to the optional spur campsites are included in the optional bid schedule items (#20-22).

Answer: Yes, the grading/fill materials related to the optional spur campsites are included in the optional bid schedule items (#20-22).

REFRIGERATOR, RANGE/ COOKTOP, HOOD VENT AND MICROWAVE WILL BE

FURNISHED AND INSTALLED BY THE OWNER.”

Answer: Appliances will be furnished and installed by CPW, see Addendum No. 1.
