About this opportunity
The Colorado Parks and Wildlife (CPW), operating under the Department of Natural Resources, is procuring construction services for the Delaney Buttes State Wildlife Area Wolfer-Mallon Ditch Bypass project (Project ID P15NC), a capital construction project involving the installation of a concrete bypass structure on the Wolfer-Mallon Ditch Extension to convey water to South Delaney Lake in Jackson County, Colorado. The scope of work includes site excavation, concrete structure construction, reinforcement placement, formwork installation, metal fabrications, seeding and mulching, and comprehensive site restoration. The contractor must complete all work within 60 calendar days from the Notice to Proceed date and is responsible for visiting the site to determine work scope to their satisfaction prior to bid submission. A mandatory pre-bid conference was held on July 6, 2016 at 1:30 p.m. at the project site, with written questions accepted until July 8, 2016 at 5:00 p.m. Bids were due on July 14, 2016 at 4:00 p.m., with submission via email to tracy.kittell@state.co.us or by fax as a backup method. Qualification requirements include submission of a signed bid schedule, W-9 form, and Service Disabled Veteran Owned Small Business (SDVOSB) certification if applicable, along with current certificates of insurance including worker's compensation, comprehensive general liability with minimum $1,000,000 Combined Single Limit coverage, and comprehensive automobile liability with minimum $1,000,000 Combined Single Limit coverage. Award will be made to the lowest responsive and responsible bidder meeting all contract requirements based on evaluation of submitted proposals.
This procurement carries no set-aside designations, and awards are not subject to set-asides for disadvantaged enterprises or any other restricted bidder categories. However, contractors may voluntarily assert SDVOSB status if applicable. No incumbent vendors or current contractors are identified in the procurement documents. The project is estimated at less than $50,000, which CPW categorizes within a cost structure of $50,000 increments; however, for contracts exceeding $150,000, a Performance and Payment Bond equal to 100 percent of the estimated contract price would be required. Funding for this project is provided through CPW's Fund 4100 and Fund 761 under appropriation code PC002INFP, with no sales tax charged as this is a Department of Natural Resources project. Payment for work will be made based on Engineer-verified quantities at unit prices quoted in the proposal, with partial payments made monthly at 90 percent of work value until 50 percent completion. The project is located in Kit Carson County and Denver City jurisdictions in Colorado, as designated by the state posting.
