About this file

This is an Addendum No. 2 issued by the Colorado Parks and Wildlife (CPW) under the Department of Natural Resources for the Delaney Buttes State Wildlife Area Wolfer Mallon Ditch Bypass project (Project I.D. No. P15NC). The addendum addresses clarifications and responses to questions submitted by potential project bidders regarding the construction scope and timeline. Key project details include an anticipated Notice-To-Proceed (NTP) contingent upon timely contractor paperwork submission post-award, with typical state contracting processing taking approximately four weeks from document receipt. The document clarifies that ditch water will be turned off prior to NTP, with CPW prepared to extend project time if water shutdown is delayed due to unforeseen circumstances. The addendum confirms that standard concrete mix designs from approved sources are acceptable provided they meet project specifications, and that concrete testing shall follow the specifications outlined in the project documents.

Regarding pricing and project parameters, this project is categorized as a small project with a cost less than $50,000, which CPW typically breaks into $50,000 increments. The addendum explicitly states that allowances for cold weather concrete and associated additional costs are the contractor's decision and responsibility. Third-party concrete testing and cylinder sampling requirements are subject to the project specifications. The project is funded under Fund No. 761, Appropriation Code PC002INFP, with the document dated July 12, 2016.

These are responses to questions asked by potential project bidders:

Question: When will the water that is currently flowing in the canal be turned off?

Answer: It is anticipated that all ditch water will be turned off prior to the project

Notice-To-Proceed (NTP). If for some unknown reason the water is not turned off and it impacts the project schedule CPW will work with the selected contractor to extend time as necessary.

Question: What is the anticipated NTP assuming the contractor turns in timely paperwork post award?

Answer: Obtaining State contracting signatures and contract issuance depends on

State’s Procurement current workload and is out of the Project Manager’s control. However, past contracting time has been around four weeks once documents are received from the contractor. It should be noted that this time is not guaranteed.

Question: In the event of cold weather should the contractor allow for cold weather concrete and, as such, additional costs?

Answer: This is the contractor’s call.

Question: Has an anticipated project cost and/or cost range been established and if so how much?

Answer: CPW breaks the range into $50,000 increments on small projects. This project is less than $50,000.

Question: Is third party testing required for concrete and cylinder sampling?

Answer: Concrete testing shall be per specifications.

Question: Will a standard concrete mix design from an approved source be acceptable or will a concrete mix design be required?

Answer: Standard concrete mix design is acceptable provided the concrete meets project specifications.
