About this opportunity
Colorado Parks and Wildlife's Southeast Regional Office is requesting bids for construction of a new equipment storage building at Flagler State Wildlife Area, Project PMAA-5614 (S26WSE-8326), with documented quotes due August 7, 2026 at 1:00 p.m. Service Disabled Veteran Owned Small Business (SDVOSB) entities registered with the U.S. Department of Veterans Affairs may claim a 5% bid preference. Colorado labor must comprise at least 80% of the total workforce, with written justification required if this threshold cannot be met.
The scope is a 30-foot by 64-foot equipment storage building with a monolithic concrete slab foundation, metal frame garage doors (12' x 14'), exterior doors with awnings, metal roofing with ridge ventilation, light-penetrating panels on east and west sides, and a 4/12 roof pitch. The structure includes an eave height of 17 feet 4 inches and interior truss clearance of 15 feet 8 inches. Base bid items cover mobilization, concrete foundation work, and the storage building (contractors may propose either pre-engineered metal or wood frame construction). Four additional bid items are available for selection. The contractor must furnish engineered building drawings, foundation reactions, and anchor-bolt plans. Soil compaction must achieve 95 percent of maximum dry density under structures per ASTM D 698 and 90 percent for remainder of project. The contractor is responsible for excavation, recompaction, concrete material testing, potholing for underground electrical lines, and all soil compaction testing. The building will not be insulated.
The estimated contract value is $120,000 to $140,000. Substantial completion is targeted for January 5, 2027, representing a 120-calendar-day contract duration, with notice to proceed tentatively scheduled for September 8, 2026. Liquidated damages are $250 per calendar day for incomplete work after contract expiration. The contractor must provide a 100% performance bond and material and labor bond if the final contract amount equals or exceeds $150,000; a bid bond is not required. One-year warranty applies to most components; concrete receives two-year warranty. Final questions were due August 4, 2026 at 10:00 a.m. Notice of intent to award is expected by end of business August 7, 2026. Addenda 1, 2, and 3 were posted August 4, 2026 and must be acknowledged in the bid.
