About this opportunity
The Colorado Division of Parks and Wildlife is soliciting a documented quote for construction of a new 30' × 64' equipment storage building at Flagler State Wildlife Area with bids due August 7, 2026 at 1:00 p.m.; questions were due August 4, 2026 at 10:00 a.m.
A 5% preference applies to Colorado resident bidders and Service Disabled Veteran Owned Small Businesses (SDVOSB) if properly certified. The project carries no federal funding and does not trigger Davis-Bacon wage requirements, though prevailing wage and apprenticeship utilization compliance apply as applicable under state law.
The scope encompasses a metal-frame storage building with monolithic concrete slab and thickened-edge foundation, exterior concrete flatwork aprons, two 12' × 14' insulated garage doors with commercial operators, one 36" × 80" exterior door with awning, 100-amp electrical service and panel connection to an adjacent shop panel, metal bollards with foundations, ridge ventilation, and light-penetrating panels on east and west elevations. The contractor must provide complete engineered building drawings, foundation reactions, anchor-bolt plans, and any required foundation design revisions; Addendum 1 clarifies that no structural drawings will be provided by the agency. The building will not be insulated. The site is located in Flagler, Colorado (Kit Carson County), with site preparation and subgrade compaction completed as baseline. Contractors proposing alternate manufacturers or designs must obtain Project Manager concurrence prior to bidding.
The estimated contract value is between $120,000 and $140,000. The contractor must maintain workers' compensation, commercial general liability ($1,000,000 combined single limit), automobile liability, and pollution liability ($1,000,000 minimum), with the State named as additional insured. Performance and labor-and-materials bonds are required only if the final contract amount equals or exceeds $150,000. The contract term is 120 calendar days from Notice to Proceed (tentatively September 8, 2026), with substantial completion targeted for January 5, 2027. Liquidated damages are $250 per day for schedule failure. Bids are submitted via email to Shaun Gordon at shaun.gordon@state.co.us. No public bid opening will be held; a bid tabulation will be distributed to all proposers. Award will be made to the lowest responsible bidder.
