About this file

This is Addendum Two to a request for proposal issued by Colorado Parks and Wildlife's Southeast Regional Office for the Flagler SWA Equipment Storage Building project (PMAA-5614, S26WSE-8326). The addendum clarifies specifications and requirements for the construction of a new equipment storage building, addressing contractor questions regarding building insulation, bonding requirements, tax exemption status, warranty periods, and site work responsibilities. Key dates include a final question deadline of August 4, 2026 at 10:00 a.m. and a completed bid schedule submission deadline of August 7, 2026 at 1:00 p.m. to shaun.gordon@state.co.us. The project will not include a public bid opening; instead, a bid tabulation will be compiled and distributed to all proposers. The contract scope encompasses excavation and recompacting for the slab and apron, concrete material testing, erosion control at the immediate site, potholing to locate an existing underground electric line, and construction of the storage building with specified finishes.

The addendum confirms the project is tax-exempt and establishes warranty terms of one year for all building components except concrete, which carries a two-year warranty. Bid bonds are not required for this request for proposal, and performance and labor and materials bonds are only required if the contract value exceeds $150,000. The building will not be insulated and will not require a Stormwater Management Plan. The specifications clarify that protective liner panels are not required on interior or exterior walls, but the building shall include commercial-grade translucent panels on the upper portion of the back elevation that align with the metal wall panels. An openings and hardware doors (OHD) alternate base bid option is available, with the contractor responsible for completing the framing, supports, wall paneling, and trim while leaving door openings open, except for installing the OHD units and openers.

ADDENDUM TWO

August 3, 2026

Subject: Addendum Number Two to: DQ1: 2027*22

PMAA-5614-Flagler SWA – Equipment Storage Building, S26WSE-8326

To Whom It May Concern:

The following items clarify or revise the language of the subject request for proposal and should be considered by all Proposer’s when submitting their proposal. Make sure to note receipt of this addendum on page 1 of the Bid Schedule. Announcements and answers to questions are in Bold type:

1. Will the building be insulated?

No.

2. Is a bid bond required?

No, Bid Bonds are only required for "sealed bids". In addition, Labor & Materials and Performance Bonds are only required over $150k.

3. Is project tax exempt?

Yes.

4. Is warranty period 1 year?

1 year for everything except concrete has a 2 year warranty. Any standard Building Manufacturer warranties would be above that.

5. Section 02 300 list sitework, compacted fill etc. Per drawings we are just responsible for excavating and recompacting for slab and apron?

Correct.

6. Any erosion control needed for this project?

No Stormwater Management Plan will be necessary, but the Contractor will be responsible for controlling any erosion at the immediate site.

7. Is GC to handle the concrete material testing?

Yes.

8. I assume with OHD being an alternate base bid is to just sheet that portion of building?

The openings would be open where the doors would go. The framing, necessary supports, wall paneling and trim will be finished with the exception of installing the OHDs and openers.

9. The existing electric line, is that underground? Do we need to locate that line?

Yes, it is underground and the Contractor will be responsible for potholing if necessary to locate the line.

10. Do you want a project schedule submitted with the bid documents?

No.

11. Will there be a public bid opening/virtual?

No, I will compile all bids into a Tabulation and email that out to all bidders.

12. In section 13122-3, #10 Materials: Protective Liner Panels: The lower portion of the building walls shall have protective liner panels installed between the steel panels and framing. Exterior of panel shall have steel wainscot.

No, this will not be required for this building.

13. Are you wanting liner panels on the interior walls, 8’ high?

No, this will not be required for this building.

14. Elevation drawing shows transparent panels on the upper portion of the back side of the building. There are no specs for the transparent panels.

These shall be a commercial grade translucent panel for vertical surfaces that align with the metal wall panels used on the proposed building.

End of Addendum #2
