About this opportunity

Colorado Parks and Wildlife is procuring construction services for the Buena Vista State Area Shop Building project (Project No. S19ALLSCP-5373/C19SE7 DQ - 2019*177) located in Chaffee County, Colorado. This is a competitively bid capital construction project requiring the design-build or construction of a new 24-foot by 32-foot insulated and heated shop building with 2x framing, featuring one man door and one 12-foot by 12-foot overhead door, along with rough-in provisions for future restroom plumbing. The scope of work encompasses 20 line items divided into base bid and optional bid categories, including mobilization, site layout and grading, concrete foundation and slabs, building materials (insulation, doors, and windows), electrical service, LED lighting, liquefied petroleum gas distribution system, gas infrared heaters (65,000 BTU radiant heating system), and interior finishes. The building requires a 5-inch fiber-reinforced concrete slab foundation over a 6-inch compacted ABC base, an 8-inch reinforced concrete foundation wall, 2x6 Douglas Fir #2 studs for exterior walls at 24-inch on-center spacing, pre-manufactured TJI360 I-joists for the roof at 24-inch on-center spacing with standing seam metal roofing, a 200-amp single-phase electrical service with indoor panelboard and outdoor disconnect, and a 500-gallon LPG tank for the heating system. The contractor must complete all work within 60 calendar days from the Notice to Proceed (expected in October 2018), with construction permitted only between sunrise and sunset, Monday through Friday. A non-mandatory pre-bid conference was scheduled for Tuesday, September 11, 2018 at 11:00 a.m. at the project site; all bidding questions must be submitted in writing by Monday, September 17 at 5:00 p.m. to Aaron Boonstra, Design Engineer, with responses due by Wednesday, September 19 at 5:00 p.m. Sealed bids are due on Wednesday, September 26, 2018 at 1:00 p.m. to the Colorado Parks and Wildlife Capital Program Section in Denver, with bid opening scheduled for the same date and time. Site inspection must be arranged at least 24 hours in advance by contacting the design engineer at 303-291-7176. Award will be made to the lowest responsive and responsible bidder meeting all specified requirements.

Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs are eligible to receive a 5 percent preference on their bid price. All contractors must submit a signed bid schedule with acknowledged addendums, a completed W-9 form, and SDVOSB certification if applicable. If the contract exceeds $150,000, the successful bidder must furnish a Performance and Payment Bond equal to 100 percent of the estimated contract price and provide worker's compensation insurance as required by Colorado law, comprehensive general liability insurance with minimum limits of $1,000,000 Combined Single Limit, and comprehensive automobile liability insurance with the same minimum limits. Liquidated damages are assessed at $211.97 per day for delays beyond the 60-calendar-day performance period. The project is funded through a Federal Aid Grant from the U.S. Fish and Wildlife Service utilizing Pittman-Robertson Act excise taxes and Dingell-Johnson taxes, and all work is subject to the General Conditions for Capital Construction (2003), applicable Colorado Building Codes, federal debarment certifications, and drug-free workplace certifications. The contractor must provide all temporary electric, water, and sanitary facilities necessary for construction, and Colorado Parks and Wildlife will own the LPG tank with the contractor responsible for initial filling and on-site portability. While no specific budget range is identified in the solicitation documents, the requirement for Performance and Payment Bonding indicates the anticipated contract value exceeds $150,000, and the contractor processing period is expected to take 2-4 weeks once all required documents, including insurance certificates and W-9 forms, are received following contract award.
