About this opportunity
The School Board of Sarasota County, Florida is soliciting competitive bids for time-and-materials plumbing services under Bid #26-0038, seeking qualified contractors to provide comprehensive plumbing materials and installation services for various school facilities. The procurement requires a licensed Journeyman Plumber Technician to be present on-site during all work, with specific requirements for compliance with the Uniform Plumbing Code, NFPA standards, local and state regulations, and OSHA guidelines. Contractors must provide hourly rates for journeyman plumbers and helpers during standard (7:00 a.m. - 5:00 p.m., Monday through Friday) and non-standard working hours, with a maximum 10% markup permitted on materials and rental equipment. Bid submissions are due electronically via the VendorLink portal no later than January 7, 2026, at 1:00 p.m. EST, with recommended awards to be posted on February 10, 2026, and Board action scheduled for February 17, 2026. Each bid must be accompanied by a $10,000 bid bond, and the contract term will be one year from Board approval, with options to renew for two additional one-year periods.
The procurement includes opportunities for Small/Minority Business Enterprises (S/MBE), with specific certification forms allowing vendors to declare minority business status across categories including African American, Asian American, Woman Owned, Hispanic American, and Native American businesses. Contractors must maintain a minimum of three service technicians on staff and demonstrate three years of verifiable plumbing business history. Additional compliance requirements include completing affidavits certifying non-engagement in labor coercion and confirming the company is not owned or controlled by foreign countries of concern. Vendors must maintain comprehensive liability insurance with minimum limits of $1,000,000 per occurrence and general aggregate, along with Workers' Compensation and Comprehensive Automobile Liability coverage. The School Board reserves the right to award to the lowest responsible bidder or multiple vendors and may utilize State of Florida purchasing agreements if economically advantageous. While specific budget ranges are not detailed, the time-and-materials structure suggests flexible pricing based on actual service requirements.
