About this opportunity
The California Department of Rehabilitation is requesting quotes for vending machine equipment at Pleasant Valley State Prison under an SB Option competitive solicitation, with quotes due July 7, 2026 at 2:00 p.m. The procurement is restricted to Small Business (SB) certified vendors; a Disabled Veteran Business Enterprise (DVBE) preference and incentive framework apply, though the DVBE Incentive has been waived for this purchase.
The scope comprises four chilled snack vending machines and six combo snack vending machines, with equivalent items acceptable if they meet specified quality standards (reference models AMS and USI Evoke). All equipment must comply with ADA accessibility, UL safety standards, California appliance efficiency regulations, and EPA/DOE Energy Star requirements. Machines must feature 120 VAC electrical service, front-accessible loading, MEI coin mechanisms and bill validators accepting $1, $0.25, and $0.10 coins, USAT credit card readers, and high-efficiency refrigeration. Height and depth must not exceed 80 inches and 38 inches respectively. Vendors must deliver and install all equipment within 35 calendar days of order receipt and remove 15 existing vending machines via trade-in or recycling (trade-in value deducts from total quote). All goods must be newly manufactured, and vendors must be either the manufacturer or a Factory Authorized Supplier. A two-year manufacturer warranty is required with parts and labor at no charge for 90 days post-installation.
Award will be made to the lowest responsive and responsible bidder. Quotes must include equipment descriptions, model numbers, UNSPSC codes, freight charges (FOB Destination), setup and programming costs, training, installation labor rates, warranty details, and trade-in value as separate line items. Bidders must submit the Bidder Declaration Form (GSPD-05-105), Payee Data Record (STD 204), California seller's permit, post-consumer recycled content certification, Darfur Contracting Act certification, and federal debarment status verification. All contractor personnel require gate clearance minimum ten working days prior to service commencement and must comply with comprehensive security protocols including background checks, professional dress codes, tobacco-free environment policies, and Prison Rape Elimination Policy standards. Contact: Jim Abad at Jim.Abad@dor.ca.gov or 916-558-5699.
