About this opportunity
Greenville County's Procurement Services Division is soliciting competitive proposals under RFP #27035 for repair and waterproofing of water-damaged wet rooms at Pleasant Ridge Camp & Retreat Center, 4232 Highway 11, Marietta, South Carolina, with a mandatory pre-proposal meeting on November 12, 2026 at 1:00 p.m. and proposals due December 7, 2026 at 3:00 p.m. Contractors must be licensed, insured, and certified. No set-asides for small, disadvantaged, or minority businesses are identified as selected requirements; however, vendors are encouraged to solicit such participation for monitoring purposes.
Scope covers eight cabins containing 24 shower spaces (16 shower-only and 8 full bathrooms with toilets and sinks). Work includes structural reinforcement, advanced waterproofing, subfloor repair or replacement, mold remediation, and correction of vapor-barrier failures that caused wood rot. The drawings call for ceramic tile demolition, joist sistering with pressure-treated lumber, plywood subflooring with self-leveling compound, sheet vinyl flooring with heat-welded seams and floor drains, moisture-resistant wallboard and fiberglass reinforced plastic (FRP) wall panels in wet areas, and reinstallation of existing fixtures with new kits. Unit pricing per square foot is required for subfloor removal and replacement. Alternate A adds FRP behind toilets in single toilet rooms. Work must comply with South Carolina law, the Americans with Disabilities Act, asbestos management requirements, and the Illegal Immigration Reform Act.
Pricing is a lump sum for the entire project on net-30 payment terms, and the County may request detailed cost breakdowns during review. Bidders post a bid bond equal to 5 percent of the bid price at submission, and the awardee provides performance and payment bonds in the full bid amount within fifteen working days of award. Required insurance includes general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per occurrence, and statutory workers' compensation, with the County named additional insured on all policies except workers' compensation and automobile liability. The sample services agreement contemplates up to four annual one-year renewals on thirty days' written notice.
Proposals are evaluated on six equally weighted criteria at 16.7 percent each: responsiveness to the RFP, experience and past performance on similar projects, cost, references, project schedule, and methodology/approach.
Inquiries are due November 19, 2026 at 3:00 p.m. Proposals are submitted electronically through the County's online procurement portal, with public opening on December 7, 2026. The County anticipates issuing a Notice to Proceed by January 8, 2027, with completion required by March 31, 2027.
