About this opportunity
The Collier County Board of County Commissioners Procurement Services Division is requesting bids for plants, trees, and shrubs for the Pelican Bay Services Division under ITB 26-8667, with proposals due July 8, 2026 at 3:00 PM EST. A local-vendor preference under Collier County Procurement Ordinance Section Sixteen applies to vendors maintaining a physical business address in Collier County (or Lee County, per the certification form) and holding a current Local Business Tax Receipt, though the Authorization to Advertise document indicates the solicitation does not utilize local vendor preference — this conflict in source documentation creates ambiguity on preference applicability.
The scope encompasses unit pricing for 78 line items of plant materials including ornamental plants, shrubs, grasses, native Florida species, and sod in sizes ranging from 4-inch pots to 25-gallon containers. All plant materials must comply with Florida Department of Agriculture and Consumer Services standards and be sourced from properly licensed Florida nurseries. Delivery is FOB Destination to 6200 Watergate Way, Naples, Florida 34108, Monday through Friday 7:00 AM to 3:00 PM, within ten days of order placement.
The contract term is three years with two one-year renewal options; prices remain firm during the initial three-year term. Annual price adjustments thereafter require documentation submitted thirty days before the contract anniversary date and are subject to county review for fairness and reasonableness. Historical annual expenditures approximate $300,000, though the county emphasizes this is not indicative of future patterns due to as-required purchasing. Award will be made to the lowest responsive and responsible bidder(s) on a line-item basis; the county reserves the right to make primary, secondary, and tertiary awards.
Bidders must submit three to five project references from the last five years demonstrating similar experience. Required submissions include Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification with E-Verify enrollment proof, W-9 Form, business status documentation, licenses and certifications, completed bid schedule with unit pricing for all 78 items, and acknowledgment of all addenda. Bid bonds equal to 5% of the cost proposal are required; contracts exceeding $200,000 trigger Performance and Payment Bonds at 100% of award amount. Commercial General Liability must be $1,000,000 per occurrence / $2,000,000 aggregate with Collier County named as additional insured.
Opportunity text
As requested by the Pelican Bay Services Division (hereinafter, the "Division or Department"), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, "County") has issued this Invitation to Bid (hereinafter, "ITB") with the intent of obtaining bid submittals from interested and qualified Bidders in accordance with the terms, conditions and specifications stated or attached. The Bidders, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein. All references to "Bidder" are also referred to as "Contractor" and "Vendor."
The Division is seeking the purchase and delivery of plant material for community right-of-way beautification within the Pelican Bay Services Division. Items are purchased on an "as required" basis and due to the wide variance, and unpredictability of the nature of the needs and budgets. Historically, County departments have spent approximately $300,000 dollars annually; however, this may not be indicative of future buying patterns.
