About this file

This is an Invitation to Bid (ITB) issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Pelican Bay Services Division for the purchase and delivery of plant materials for community right-of-way beautification. The solicitation (No. 26-8667) seeks unit pricing for specific plant materials to be used in landscaping and beautification efforts within the Pelican Bay Services Division. Bids are due July 8, 2026, at 3:00 PM EST and must be submitted online through the Collier County Procurement Services Division Online Bidding System. All plant materials must comply with Florida Department of Agriculture and Consumer Services standards and be obtained from properly licensed Florida nurseries. Deliveries shall be made FOB Destination to 6200 Watergate Way, Naples, Florida 34108, with delivery hours limited to Monday through Friday from 7:00 AM to 3:00 PM, and all orders must be delivered within ten days of placement. The contract term is three years with two one-year renewal options, with prices remaining firm during the initial term. Award will be made to the lowest, responsive and responsible bidder(s) on a line-item basis, with the County reserving the right to make primary, secondary, and tertiary awards.

Historically, County departments have spent approximately $300,000 annually on plant materials, though this may not be indicative of future purchasing patterns. All pricing is all-inclusive of contractor-supplied material and delivery, with unit prices provided per line item on the bid schedule. The estimated quantities listed are not guaranteed purchase amounts, as items are purchased on an "as required" basis due to the variable and unpredictable nature of beautification needs and budgets. Price adjustments may be requested annually after the initial contract term if fully documented and submitted at least thirty days prior to the contract anniversary date, subject to analysis for fairness and reasonableness by the County Representative. Bidders must submit three to five project references from the last five years demonstrating similar project experience, with up to two additional pages per project to illustrate relevant work. Any plant material failing to meet specified requirements may be rejected and must be replaced by the contractor at no additional cost to the County.
