About this opportunity
The City of Palo Alto is seeking on-call planning consulting services through a Request for Proposal (RFP) #193458 for its Planning and Development Services Department. The procurement is structured as a four-year contract with potential two additional one-year extensions, covering seven distinct service areas including Current Planning Development Review, Long-Range Planning Policy and Strategies, Historic Preservation, Wireless Policy and Standards, Community Development Block Grant, Land Use Economics, and Environmental Review. Qualified vendors must have a minimum of five years of professional public sector planning experience and can apply for one or multiple service areas. The proposal must include a comprehensive response letter specifying targeted service areas, a portfolio of municipal projects, staff curriculum vitae, and a 2025 rate sheet with hourly billing rates. Evaluation criteria will encompass proposal quality, proposed solution, experience, cost, financial stability, performance, compliance, and understanding of the City's needs. The proposal submission deadline is February 10, 2025, at 3:00 pm, with electronic submissions required through the City's OpenGov procurement system.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The City aims to award multiple contracts with a combined not-to-exceed contract authority, with annual rate increases limited to 5% or the San Francisco Bay Area Consumer Price Index, whichever is lower. Vendors must complete a Form 700, Statement of Economic Interests, and provide proof of comprehensive insurance coverage, including Worker's Compensation, Employer's Liability, General Liability, Automobile Liability, and Professional Liability, with specific minimum coverage limits. While no incumbent vendors are mentioned, the City expects selected consultants to demonstrate capabilities such as writing complex planning reports, facilitating meetings, making professional presentations, coordinating with various stakeholders, and working independently. The exact contract value is not specified, but the procurement suggests a flexible, multi-vendor approach with individual task orders based on the hourly rates submitted by each qualified firm.
