About this opportunity
The City of Detroit's Construction and Demolition Department is requesting quotes for the demolition-only of a residential structure at 14635 Bentler Street, Detroit, Michigan (Group 9.3.26), with quotes due September 8, 2026. Bidders must be pre-qualified as suppliers for planned residential and/or emergency residential demolition work under the CDD's request for qualifications and must not be subject to disciplinary action under the CDD Abatement and Demolition Contractor Discipline Policy as of the RFQ due date; vendors with assigned sites where demolition has not commenced within required timeframes are ineligible.
The property is a single-story residential structure built in 1948, 572 to 648 square feet, on a 4,356-square-foot parcel. A Hazardous/Regulated Materials Survey conducted August 3, 2026 identified asbestos-containing materials: 9x9 brown floor tile containing 3% chrysotile asbestos (199 square feet) and white exterior caulk containing 5% chrysotile asbestos (190 linear feet). All other tested materials tested negative or contained trace amounts below the 1% threshold. The contractor bears responsibility for verifying all quantities of identified asbestos and ensuring compliance with OSHA and EPA regulations for removal and disposal.
The scope requires site preparation, structural removal, hazardous-material handling, debris management, and site restoration. Contractors must obtain all necessary permits and approvals, use backfill material from City of Detroit-approved Category 2 sources, and comply with EPA and OSHA standards. Effective August 1, 2026, all demolition projects require coordination with the Detroit Water and Sewerage Department for lead service line verification and removal upon receipt of Building, Safety Engineering and Environmental Department approval; DWSD will complete inspections and removals within five business days, during which the contractor's performance term is paused.
Pricing must be submitted in three categories: demolition work (Sections III–IV of Scope of Services), backfill and grading (Section V), and site finalization (Section VI). Bidders must conduct a physical site visit and submit a date-stamped photograph with their bid response. The authorized signatory must be an officer of the firm or have documented authority, and contract assignment is prohibited without prior written approval from the Chief Procurement Officer, Chief Financial Officer, and potentially Detroit City Council.
