About this file

This is a Hazardous/Regulated Materials Survey & Inspection Report prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department regarding the property at 14635 Bentler Street, Detroit, MI 48223. The inspection was conducted on August 3, 2026, with the report issued on August 12, 2026, in support of a planned residential demolition project (Group 9.3.26). The single-story residential structure, built in 1948 with a concrete slab foundation and 572 square feet of total area, was surveyed for asbestos-containing materials, hazardous materials, and structural conditions. The engineering survey identified significant fire and structural damage, including a completely burned roof and absent attic space. Laboratory analysis using Polarized Light Microscopy identified asbestos-containing materials in two product categories: 9x9 brown floor tile containing 3% chrysotile asbestos (199 square feet located in functional spaces FS-1 and FS-5) and white exterior caulk containing 5% chrysotile asbestos (190 linear feet located in exterior areas EA-1 through EA-4). All other tested materials, including drywall board, stack cement, window glazing, tile mastic, cinderblock, mortar, concrete, roofing shingles, and tar paper, tested negative for asbestos or contained trace amounts below the 1% threshold for classification as asbestos-containing materials.

The report establishes baseline conditions for the demolition contractor, who bears responsibility for verifying all quantities of identified asbestos during the bidding process and ensuring compliance with OSHA and EPA regulations for removal and disposal of the detected asbestos-containing materials. No other hazardous materials or regulated substances were detected at the property. The inspection documentation includes detailed chain of custody records, site drawings, photographic evidence of structural damage, and comprehensive laboratory certification from Environmental Testing Laboratories, Inc., with analysis conducted by qualified Michigan Asbestos Inspectors and reviewed by licensed professionals. The findings serve as the basis for preparation of the demolition scope of work and contractor bid requirements.

Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any

PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.
