About this file

This is a Request for Qualifications (RFQ) Notes document issued by the City of Detroit's Construction and Demolition Department (CDD) for planned residential demolition services at 14635 Bentler Street, Detroit, Michigan (Parcel ID 22110990, Zip Code 48223). The property is a single-unit residential structure built in 1948 with a floor area of 648 square feet situated on a 4,356 square foot parcel under private ownership. Interested vendors must conduct site visits to understand current conditions affecting bid pricing and verify all provided property information prior to submission. The successful vendor must be pre-qualified as a supplier for planned residential and/or emergency residential demolition work under the CDD's request for qualifications and will be subject to all applicable terms, conditions, and requirements of their pre-qualification status.

Vendors are required to use backfill material from City of Detroit-approved Category 2 sources and must comply with the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025. Vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where demolition has not commenced within required timeframes are ineligible for award. Effective August 1, 2026, all demolition projects will require coordination with the Detroit Water and Sewerage Department (DWSD) for lead service line verification and removal upon receipt of Building, Safety Engineering and Environmental Department (BSEED) Open Hole Approval, with DWSD completing inspections and removals within five business days. The demolition contractor's term of performance will be paused during this process to ensure accurate performance tracking and compliance with contractual timelines.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf

Disqualification:

The City will determine that a vendor is ineligible for the award of this RFQ for either of the following reasons:

1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.

2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)

a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.

b. Awarded on or after June 2nd 2025.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
