About this opportunity

The City of Detroit Construction and Demolition Department is requesting quotes on the demolition of a single-family residential property at 14588 Burgess (Parcel ID 22111909, Group 9.3.26) with quotes due September 8, 2026. Respondents must be pre-qualified as a Planned Residential and/or Emergency Residential demolition supplier under the Detroit Demolition Program and must comply with the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.

The property is a 933-square-foot single-story residential structure built in 1965 on a 4,400-square-foot parcel. The scope is demolition only, with no reconstruction or remediation. A Hazardous/Regulated Materials Survey dated August 12, 2026 identified asbestos-containing materials (ACM) including 290 linear feet of exterior caulk at 2% chrysotile asbestos and 1,280 square feet of transite siding at 8% chrysotile asbestos, subject to OSHA and EPA regulation. The survey also documented interior drywall composites, ceramic tiles with adhesive, insulation, and floor tiles requiring abatement prior to structural demolition. Contractors must conduct mandatory site visits and submit date-stamped photographs as evidence of inspection before bid submission.

Work must be completed within 120 calendar days of Notice to Proceed. Backfill material must come from City-approved Category 2 sources. Effective August 1, 2026, the Detroit Water and Sewerage Department will verify water service line materials and remove lead service lines if present, placing properties on hold during a five-business-day inspection and removal window. The City reserves the right to award the property to any responsive and responsible bidder at the lowest price, considering local preferences and an equalization factor. All required submissions — Price Sheet (Excel), Professional Rate Schedule (Excel), and signed Signature Page (PDF) — must be submitted through the City of Detroit Oracle Supplier Portal. Quotes remain binding for 365 calendar days. Successful awardees must provide performance and payment bonds equal to 100% of contract value and Certificates of Insurance naming the City as additional insured within five business days of award.
