About this file

This is a Request for Qualifications (RFQ) Notes document issued by the City of Detroit's Construction and Demolition Department (CDD) for planned residential demolition services. The RFQ pertains to a single property located at 14588 Burgess in Detroit, Michigan (Parcel ID 22111909, Zip Code 48223). The subject property is a privately owned residential structure built in 1965 with 933 square feet of floor area on a 4,400 square foot parcel. The RFQ specifies that interested vendors must conduct site visits to understand current conditions that may affect bid pricing, and vendors assume all responsibility for reviewing available documentation prior to submission. Successful vendors must maintain pre-qualification status as a Planned Residential and/or Emergency Residential demolition supplier under the Detroit Demolition Program's request for qualifications.

Vendors must comply with several operational and compliance requirements to be eligible for award. These requirements include using backfill material from City-approved Category 2 sources, adherence to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, and compliance with the Scope of Services for Demolition of Blighted Residential Structures. The City will disqualify vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where demolition has not commenced within stipulated timeframes. Additionally, effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will verify water service line materials and remove lead service lines if present upon notification of open hole approval, with an expected completion timeframe of five business days. This process will place properties on hold, pausing the contractor's term of performance during inspection and removal activities.

Disqualification:

1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.

2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)

a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.

b. Awarded on or after June 2nd 2025.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
