About this file
Hazardous/Regulated Materials Survey & Inspection Report for 14588 Burgess Street, Detroit, Michigan
This is a Hazardous/Regulated Materials Survey and Inspection Report prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department regarding a residential property at 14588 Burgess Street, Detroit, Michigan (Parcel #22111909). The inspection was conducted on July 31, 2026, with the report issued on August 12, 2026, as part of Project #2026 BPO 7.20.2026. The property is a single-story residential structure with attached shed built in 1965, containing 858 square feet on a concrete slab foundation. The survey identified asbestos-containing materials (ACM) and other hazardous materials throughout the property, including exterior caulk (290 linear feet) and transite siding (1,280 square feet), as well as interior materials such as drywall composites (5,860 square feet), ceramic tiles with adhesives, insulation materials, and floor tiles. Laboratory analysis using polarized light microscopy (PLM) testing was completed on samples collected July 31, 2026, with results finalized by August 5, 2026.
The laboratory analysis identified two materials with asbestos content above the 1% threshold: exterior caulk at 2% chrysotile asbestos and transite siding at 8% chrysotile asbestos, both classified as Asbestos-Containing Materials (ACM) subject to OSHA and EPA regulation. The majority of remaining samples tested showed no detectable asbestos or only trace amounts (below 1%). The report includes comprehensive documentation of sample chains of custody, detailed material inventories by location, site drawings, and photographic documentation of ten exterior areas and ten functional spaces. All analysis was conducted by certified inspectors and laboratory analysts, with results intended for use by the City of Detroit Demolition Department to inform pre-demolition abatement requirements and contractor bidding for the planned residential demolition project.

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any
PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.

ETL, Inc. maintains liability limited to cost of analysis.
