About this opportunity

The City of Detroit is requesting quotes for the planned residential demolition of 14526 Greydale under Group 9.3.26, with quotes due September 8, 2026. Site inspection is mandatory before bid submission; respondents must submit a date-stamped photograph of the property visited with their bid response.

Respondents must be pre-qualified suppliers under the Detroit Demolition Program's request for qualifications (RFQQ) #1 for planned residential and/or emergency residential demolition work. Vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where demolition has not commenced within stipulated timelines are ineligible for award. The scope is demolition only; no backfill, grading, or site finalization is included in this Group 9.3.26 project.

The property is a 1,272 square-foot single-family structure built in 1928 on a 4,086 square-foot parcel in Detroit's 48223 zip code. A Hazardous/Regulated Materials Survey identified asbestos-containing materials (duct insulation, 9x9 floor tile, and asphalt sealant) and hazardous materials (one refrigerator, one stove, one tire) requiring removal. Contractors must verify all asbestos quantities during bidding. The Contractor is responsible for all federal, state, and local notifications and permits, including the "Notification of Intent to Renovate/Demolish." Contractors are not responsible for wrecking or hydrant permits, though they assume a $134 hydrant re-inspection fee if the hydrant fails. Mobilization must occur within 21 calendar days of the Notice to Proceed; debris removal and open hole inspection request within 7 calendar days of demolition start. Work hours are restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m. All personnel must hold asbestos and lead-awareness certifications. The Contractor must comply with the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.

Quotes must be submitted through the City of Detroit Oracle Supplier Portal in Excel format with separate cost breakdowns by property and cost category. Award is based on lowest responsive and responsible bid price with consideration given to local preferences and an equalization factor. Quotes remain binding for 365 calendar days; vendors may not withdraw. Successful bidders have five business days from notice of award to secure 100 percent performance and payment bonds and provide Certificates of Insurance naming the City as an additional insured. All work must be completed within 120 calendar days from the Notice to Proceed.
