About this file

This file contains RFQ notes from the City of Detroit, Michigan, Construction and Demolition Department (CDD) for the demolition of a residential property located at 14526 Greydale in Detroit's 48223 zip code. The property is a single-unit structure built in 1928 with 1,307 square feet of floor area situated on a 4,086 square foot parcel. The project is classified as a planned residential demolition under Group 9.3.26 and requires only demolition work with no other associated services. Interested vendors must conduct site visits to understand current conditions and verify all provided property information prior to submission, as vendors assume full responsibility for reviewing and understanding available documentation and site conditions.

Successful bidders must be pre-qualified suppliers under the Detroit Demolition Program's request for qualifications (RFQQ) #1 for planned residential and/or emergency residential demolition work through the Office of Contracting & Procurement. Awarded vendors must comply with the "CDD_Abatement and Demolition_Contractor Discipline Policy" dated May 12, 2025, and use backfill material from City of Detroit-approved Category 2 sources. Additionally, effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will inspect water service lines and remove lead service lines if present upon notification from CDD following BSEED Open Hole Approval, with a standard five business-day completion window. Vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where demolition has not commenced within stipulated timelines are ineligible for award.

2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)

b. Awarded on or after June 2nd 2025.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
