About this file

This is a Hazardous/Regulated Materials Survey & Inspection Report and Pre-Demolition Engineering Survey prepared for the City of Detroit Demolition Department for the property located at 14526 Greydale Street, Detroit, Michigan (Parcel #22112566.001). The inspection was conducted on August 4, 2026, with the report issued on August 14, 2026. The survey covers a 1,272 square-foot single-family house built in 1928 with a collapsed garage, situated on a concrete slab foundation. The inspection identified asbestos-containing materials (ACM) including duct insulation (5 SF), 9x9 floor tile (50 SF), and asphalt sealant (120 SF), along with hazardous materials including one refrigerator, one stove, and one tire requiring removal. The engineering survey documented structural damage including a missing roof and complete inaccessibility to certain exterior areas (EA-1 through EA-10), with photographic documentation and detailed site drawings provided to support the findings.

The asbestos analysis utilized Polarized Light Microscopy (PLM) testing with a 72-hour turnaround time and chain of custody procedures managed by Environmental Testing & Consulting, Inc. (ETC). Testing results identified positive asbestos content in three samples: duct insulation containing 5% chrysotile asbestos (sample 1915431), 9x9 floor tile containing 4% chrysotile asbestos (sample 1915458), and asphalt sealant containing 1.25% chrysotile asbestos (sample 1915490). All other materials tested returned either non-detected or trace asbestos findings. The report emphasizes that quantities listed are estimates only, and contractors must verify all asbestos amounts during the bidding process. Licensed Michigan Asbestos Inspectors Andre Richardson (License #A45125) and Mark Smith (License #A55707) reviewed and approved the findings, with samples analyzed by multiple certified analysts between August 4-7, 2026.

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any

PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.

ETL, Inc. maintains liability limited to cost of analysis.
