About this opportunity
The City of Detroit is soliciting quotes for the planned residential demolition of 14575 Bentler Avenue (Group 9.1.26, Parcel ID 22110999), a single-unit residential structure built in 1963, with quotes due September 3, 2026 via the City of Detroit Oracle Supplier Portal.
Bidders must be pre-qualified suppliers under the Detroit Demolition Program for residential demolition work through the Office of Contracting & Procurement. The property (892 square feet on a 4,312 square-foot parcel in zip code 48223) has passed post-abatement inspection. A Hazardous/Regulated Materials Survey dated August 12, 2026, identifies approximately 1,250 square feet of asbestos-containing transite siding (10% chrysotile asbestos), asbestos in drywall tape and mud, floor tiles and mastics, insulation, roofing shingles, caulking, and trace asbestos in adhesives, as well as one refrigerator and one stove requiring removal. Contractors assume full responsibility for verifying all material quantities during bidding and must conduct mandatory site visits prior to proposal submission, including a date-stamped photograph with the bid response.
Scope is demolition and debris removal and disposal only; backfill, grading, site finishing, and seeding are included line items. Contractors must complete all work, including asbestos removal, within 120 calendar days of Notice to Proceed and receive final/winter grade approval. All work must comply with the CDD Abatement and Demolition Contractor Discipline Policy (May 12, 2025). Backfill material must be sourced from Category 2 sources approved through the City of Detroit Backfill platform. The City will handle water service line inspection and lead service line removal through the Detroit Water and Sewerage Department, which will pause contractor performance tracking through Salesforce during this process.
Pricing must use the required Excel-formatted Price Sheet with separate line items for asbestos removal and disposal, other hazardous materials removal and disposal, demolition and debris removal and disposal, backfill, grading and site finishing, and seeding. Contractors are not responsible for permit costs but must pay hydrant re-inspection fees ($134.00 if hydrants fail). Upon award, successful bidders must provide performance and payment bonds totaling 100 percent of contract value and certificates of insurance naming the City as additional insured within five business days. Quotes remain binding for 365 calendar days and cannot be withdrawn. No work begins prior to Notice to Proceed. Award requires approval by the City, Detroit City Council, and/or the Financial Review Commission. The City evaluates quotes based on lowest responsive and responsible bid price with consideration for local preferences and an equalization factor.
