About this file
This is a Hazardous/Regulated Materials Survey & Inspection Report prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department concerning the property at 14575 Bentler Street, Detroit, Michigan (Parcel #22110999). The inspection was conducted on July 31, 2026, with the report issued on August 12, 2026. The survey identifies asbestos-containing materials (ACM) and other hazardous materials present at the single-story, 874 square-foot residential structure built in 1963. Asbestos-containing materials identified include approximately 1,250 square feet of grey transite siding, drywall tape and mud throughout the property, floor tiles in various colors and sizes, tile mastics, adhesives, mortar materials, insulation, roofing shingles, caulking, and related materials across multiple functional spaces and exterior areas. The report also documents the presence of non-asbestos hazardous materials including one refrigerator and one stove requiring removal from Functional Space 4.
The laboratory analysis employed Polarized Light Microscopy (PLM) and Point Count (PC) methods with a 72-hour turnaround, analyzing 123 samples across 41 material categories. Results indicate that Transite Siding samples (Materials 34A, 34B, and 34C) contain approximately 10% chrysotile asbestos, qualifying them as ACM, while Adhesive samples (17A, 17B, 17C) from Functional Space 4 show trace amounts of chrysotile asbestos. The majority of other sampled materials tested negative for asbestos content. The comprehensive material list documents quantities measured in square feet, linear feet, and units across all functional spaces (FS-1 through FS-10) and exterior areas (EA-1 through EA-5). The report emphasizes that contractors are responsible for verifying all quantities during the bidding process, and that materials exceeding 1% asbestos content are regulated by both OSHA and EPA as Asbestos-Containing Materials requiring appropriate handling and disposal.

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any
PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.

ETL, Inc. maintains liability limited to cost of analysis.
