About this file
This is a Request for Qualifications (RFQ) Notes document issued by the City of Detroit, Michigan, Construction and Demolition Department (CDD) for planned residential demolition services at 14575 Bentler Street. The project involves the demolition of a single-unit residential structure built in 1963, containing 892 square feet of floor area on a 4,312 square-foot parcel. The property is privately owned, located in zip code 48223 (Parcel ID 22110999), and has passed post-abatement inspection requirements. Vendors interested in submitting proposals are strongly encouraged to conduct site visits to assess current conditions that may affect pricing. Vendors assume full responsibility for reviewing all available information and documentation prior to proposal submission.
Successful vendors must maintain pre-qualified supplier status under the Detroit Demolition Program for either planned or emergency residential demolition work as established by the Office of Contracting & Procurement. Backfill material must be sourced from Category 2 sources approved through the City of Detroit Backfill platform. Vendors are subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, and may be deemed ineligible if they are currently subject to disciplinary action or have failed to commence demolition within contractually stipulated timeframes. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will inspect water service lines and remove any lead service lines upon CDD notification that the property is ready for inspection, with completion expected within five business days. This process will be tracked through Salesforce and will pause the contractor's term of performance to ensure accurate documentation of both hold dates and release dates.

· The successful vendor will be subject to the terms, conditions and requirements of their pre-qualification.

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
Disqualification:
The City will determine that a vendor is ineligible for the award of this RFQ for either of the following reasons:
1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.
2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)
a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.
b. Awarded on or after June 2nd 2025.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
