About this opportunity

The Colorado Parks and Wildlife Division (PKAA) is soliciting bids for the Switzerland Park Project, a mine closure and site reclamation initiative, with bids due September 24, 2026. A pre-bid meeting was held September 9, 2026. The project is federally funded and subject to Davis-Bacon Act wage requirements, Build America Buy America Act compliance, and the Buy Clean Colorado Act.

The scope encompasses closure of 34 mine features (adits, shafts, and stopes) using standardized methods including machine backfill, grated closures with bat ladders, corrugated steel pipe installations, rock bulkheads, and exclusion fencing. Specific deliverables include exclusion fencing installation with 72-inch high, 12.5-gauge galvanized metal wire fabric (6-inch by 6-inch maximum spacing) secured to steel posts anchored 10–16 linear feet apart, positioned 10–15 feet from mine openings; closure methods scaled to individual feature dimensions ranging from 2 feet by 4 feet to 34 feet by 100 feet; and site restoration including sediment control (25–50 linear feet of excelsior wattles per feature), revegetation using Division-provided seed at ten pounds per acre, and repaired access roads graded to approximate existing contours. Bat exclusion protocols and environmental compliance are integrated throughout. Contractors must submit a completed List of Equipment Offered form with all equipment to be deployed.

The contractor must perform work within the Performance Time specified in the Project Summary Table, beginning within ten days of receiving Notice to Proceed. Contractor must maintain comprehensive insurance: workers' compensation, commercial general liability at $1,000,000 per occurrence, automobile liability at $1,000,000 combined single limit, and pollution liability at $1,000,000 per occurrence with $2,000,000 annual aggregate, with the State named as additional insured. Payment shall not exceed the Contract Maximum Amount and is contingent on fund availability and appropriation. Davis-Bacon prevailing wage rates apply across multiple construction classifications and Colorado counties, with rates effective January 2, 2026 (modified through May 18, 2026). A bid bond is not required. All terms and conditions of the Model Construction Agreement with Federal Provisions apply; contractors must acknowledge receipt of Amendment 1 to Special Conditions on the bid schedule.
