About this opportunity
The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is issuing a Request for Documented Quotations (DQ) for the PKAA Maggie Gulch Project, a mine closure and reclamation initiative located in and around Silverton, Colorado in San Juan County. The procurement seeks qualified contractors to safeguard nine mine sites comprising four shaft/vertical openings and five adits/horizontal openings through comprehensive closure and revegetation work. The scope of work includes mobilization and demobilization, development of a Project Safety, Health, and Environmental Action Plan (SHEAP), mine closure installations utilizing varied methods such as corrugated steel pipe with bat grates, polyurethane foam backfill, steel grated shaft closures, and bat grates with access doors, helicopter safety coordination for material delivery to remote sites, and excavator services for road improvements and hydrologic control. Deliverables include completed closure installations across eleven identified features with specifications addressing artifact protection, native plant revegetation, equipment decontamination for noxious weed removal, and protective measures for water bodies and wetlands, along with biologist surveys for Brown Capped Rosy Finch nesting activity and bat-protective feature installations. A mandatory virtual pre-bid meeting is scheduled for Friday, April 10, 2026 at 10:00 a.m. MT, with attendance required for bid eligibility; bids must be submitted electronically via Colorado Vendor Self Service (ColoradoVSS) no later than 4:00 p.m. MT on Wednesday, April 29, 2026, with bid opening on Thursday, April 30, 2026. Construction is scheduled between August 1, 2026 and September 15, 2026, with a project duration of 45 calendar days following Notice to Proceed, including 10 calendar days for mobilization. Award will be based on the lowest responsive and responsible bid meeting all requirements and criteria, and contractors must demonstrate experience with mine reclamation, environmental compliance, and ability to comply with Davis-Bacon Act wage requirements and comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 minimum), Automobile Liability ($1,000,000), Pollution Liability ($1,000,000), and Aircraft Liability ($5,000,000 if helicopters are used).
The procurement includes specific set-aside considerations and preferences: Colorado resident bidder preference applies, and Service-Disabled Veteran Owned Small Businesses (SDVOSBs) receive a 5% preference if properly certified. No incumbent vendors or current contractors are identified in the bid documents. The project is funded in whole or in part by federal funds from the Department of the Interior's Office of Surface Mining Reclamation and Enforcement (OSMRE) under Assistance Listing Number 15.252 and the U.S. Department of the Interior, Bureau of Land Management (BLM) under Assistance Listing Number 15.236, which subjects the project to Davis-Bacon Act wage requirements and the Build America, Buy America Act and Buy Clean Colorado Act for eligible materials. Performance and Labor and Material Bonds equal to 100% of the contract price are required if the bid amount exceeds $150,000, with 5% retainage withheld until project completion and liquidated damages set at $400.00 per day for project delays. Specific budget or award values are not disclosed in the procurement documents; however, the project scope includes multiple closure installations with varying complexity and material requirements, including up to 24 cubic yards of polyurethane foam, steel structural components, corrugated steel pipe, and helicopter-assisted access to remote sites.
