About this file
This is Amendment No. 1 to the Maggie Gulch Project, a Colorado state and local contract opportunity managed by CODRMS (Divided Resource Management Services) under project ID DQ1 PKAA 2026*0376, dated April 14, 2026. The project involves safeguarding 9 mine sites, 4 shaft/vertical openings, and 5 adits/horizontal openings through mine closure and reclamation work. The amendment modifies the original bid documents with clarifications and additions to the Scope of Work, including conservation measures to protect species and habitat, modifications to closure methods for specific features, and the addition of excavator machine time services. Site #1 has been excluded from the project due to lack of landowner consent. The bid submittal deadline is April 29, 2026, by 4:00 p.m. MT, with bid opening scheduled for April 30, 2026. Pre-bid meetings have been conducted, and bidders are required to acknowledge receipt and acceptance of this amendment by submitting the revised Bid Schedule.
The amendment introduces significant conservation and environmental requirements, including contractor restrictions to existing roads and disturbance areas, equipment power washing for noxious weed removal, native plant revegetation, and protections for water bodies and wetlands. Specific environmental measures include biologist surveys before September 1 for Brown Capped Rosy Finch nesting activity at designated mine sites and installation of bat-protective features (grates, cupolas, slot gates) at specified closure locations. New Bid Item 4.0 adds excavator time for road improvements and hydrologic control, with an estimated 5 hours required at an hourly rate to be determined by the contractor; payment will be based on actual hours worked as approved by the DRMS Project Manager. Additional bid modifications include helicopter safety notifications to CODRMS Project Manager Kirstin Brown, Bureau of Land Management, and County Sheriff, with all helicopter-related costs incorporated into Bid Item 2.0. All other terms and conditions of the original Documented Quote remain unchanged.

Maggie Gulch Project
Amendment No. 1 DQ1 PKAA 2026*0376
April 14, 2026
Thank you for attending the Pre-Bid Meeting. The following clarifications and amendments should be noted and incorporated into the bid documents:
1. Please note that the Project Summary in the Project Special Conditions has been modified to state that we will safeguard 9 mine sites, 4 shaft/vertical openings, and 5 adits/horizontal openings.
2. The following Conservation Measures have been added to the Scope of Work:
CONSERVATION MEASURES
The following measures will be implemented to reduce potential impacts to species and their habitat:
· Contractors will be restricted to traveling and working on existing roads or mine disturbance areas, where possible. This is a constant, since the purpose of all of our projects is to reclaim previously disturbed land.
· Contractor will power wash all equipment, including ATV’s and trailers, to remove noxious weed seeds. Equipment shall be sprayed prior to entering the work site and is subject to inspection by the Project Manager.
· As necessary, all disturbances will be revegetated with native plant species, reasonably free from noxious weed species.
· No perennial water bodies, marsh, wetland, riparian habitat, or streams discharging into water bodies will be impacted by equipment, fill, or contaminants of any kind.
· If indications of a protected species are observed (obvious use, nests, tracks, fur, and scat), the appropriate agency would be contacted to ensure that the site is not being used by any species listed in Table 1.
· In response to Brown Capped Rosy Finch breeding season, closure installations before September 1 at mine sites 2, 3, 4, and 9 will be surveyed by a biologist within 14 days prior to the closure to confirm there is no nesting activity at the site.
· If any nesting migratory birds of concern are discovered on site, a plan to avoid impacts would be crafted and implemented.
· The mine sites were evaluated for the presence of, or potential for, bat habitat. Bat grate, bat cupolas, bat slot gates, culvert with bat grate or installations employing exclusionary methods will be applied for mine closure features 2, 4, 5, 10, and 11.
Table 1:
•Canada Lynx (mammal) •Gray Wolf (mammal) •New Mexico Meadow Jumping Mouse (mammal) •Southwestern Willow Flycatcher (bird) •Bony Tail (fish) •Colorado Pikeminnow (fish) •Humpback Chub (fish) •Razorback Sucker (fish) •Monarch Butterfly (insect) •Silverspot Butterfly (insect) •Uncompahgre Fritillary (insect) •Suckley’s Cuckoo Bumble Bee (insect)
3. Submit your bid using the Revised Bid Schedule, which replaces the Original Bid
Schedule.
4. Bid Item 2.1 has been modified to include the requirement that the Contractor notify the following agencies 24 hours in advance of flying helicopters:
● CODRMS Project Manager - Kirstin Brown
● Bureau of Land Management
● County Sherriff
5. The Bid Schedule for Item 2.1 Helicopter Safety has been modified to state that all costs for this item should be included in Bid Item 2.0.
6. The Google Earth file has been modified and posted to the Google Drive folder, so that the reference to site #1 is not in the file because #1 is not part of the project due to lack of landowner consent.
7. The Maggie Gulch Feature Work List attached to the original bid has been replaced with an amended Feature worklist attachment named “Am # 1 Maggie Gulch Feature Work List” due to the changes below.
a. The Maggie Gulch Feature Work List for Feature ID #6 has been modified to include the provision to protect the wooden door and place the safety closure in front of the wooden door.
b. The Maggie Gulch Feature Work List has been modified to change the closure method for Feature ID #9 from polyurethane foam to a steel grated shaft closure.
8. Bid Item 4.0 - Machine Time has been added to the Scope of Work and to the Bid
Schedule with the following work description and measurement and payment:
Item 4.0 Excavator Time This item includes machine time for a tracked excavator with operator to be used for road improvements, hydrologic control and other earthwork as directed by the DRMS PROJECT MANAGER. The specified machine must have a minimum operating weight of 20,000 lbs and 65 flywheel horsepower. Equipment time will be accounted for in accordance with Equipment Rental Specifications 19 in the General Bid Specifications, 2009. Equipment time will start as directed by the DRMS PROJECT MANAGER once the excavator is mobilized to the site. The estimated quantity of hours that may be required is 5 hours.
Measurement and Payment
Payment for this Item will be reflected under Item 4.0 of the Bid Schedule as an hourly rate for an Excavator and Operator. Bid hourly rate shall reflect the CONTRACTOR’s estimate for equipment and personnel cost per hour to complete the Item. Measurement will be actual hours required to complete work as directed and approved by the DRMS PROJECT MANAGER.
9. The Bid Submittal remains on April 29, 2026, by 4:00 p.m. MT. The Bid Opening remains on April 30, 2026.
All terms and conditions of the Documented Quote other than as changed by this amendment remain the same.
Receipt and acceptance of this amendment shall be acknowledged on the bid schedule and by submitting the revised Bid Schedule.
