About this opportunity
The Colorado Division of Reclamation, Mining and Safety is soliciting bids for mine closure and reclamation work on the DRUM West Calamity Outlaw Project, with bids due August 25, 2026 at 4:00 p.m. MT. A 5% preference applies to Service-Disabled Veteran Owned Small Businesses with proper certification.
The project involves closure of 54–56 mine features (adits, prospect adits, subsidence features, and one shaft) located five miles east of Gateway, Colorado on Bureau of Land Management property in Mesa County. Closure methods include bat-compatible grates with ladders, corrugated steel pipe installations with grates, polyurethane foam backfill, cable netting, bulkheads, and fencing. Work must comply with mandatory Safety, Health, and Environmental Action Plan requirements addressing site access, substance abuse screening, accident reporting, first aid, equipment operation, fall protection, scaffolding, aerial lifts, helicopter operations, crane requirements, inhalation hazards, fire protection, waste management, hanta virus protocols, and White-Nose Syndrome decontamination for cave and mine work. Bidders must demonstrate prequalifications including experience on two or more mine safety closure projects and work in steep, rugged conditions with rockfall hazards. Uranium-mine work at certain sites requires continuous radon progeny monitoring with Bladewerx SabreAlert2 detectors (threshold 0.2 Working Levels), personal dosimetry (RAD60 units or equivalent), and IMRP staff limited to 800 hours annually and contractor staff to 1,000 hours annually working under the mine brow. All personnel entering mines beyond 15 feet from entry must use full self-contained breathing apparatus. Davis-Bacon Act prevailing wage requirements apply; Build America, Buy America Act provisions mandate U.S.-produced iron, steel, and manufactured products unless waived, and Buy Clean Colorado Act requirements apply to eligible materials with specified Global Warming Potential limits.
The bid schedule includes mobilization/demobilization, project safety and health planning, mine closure installation across 54 features, and additional labor and materials as optional line items. Bidders must submit hourly rates for labor, square-footage and cubic-yardage pricing for materials, and lump-sum amounts for mobilization and safety planning through Colorado's VSS system. Performance and labor-and-material bonds at 100% of contract price are required if the bid exceeds $150,000. Construction is scheduled to occur between September 24 and November 30, 2026 with a 68 calendar day completion timeline including 10 days for mobilization. Liquidated damages of $400 per day apply for schedule non-compliance. Amendment No. 1, issued August 19, 2026, extended the deadline from August 23 to August 24, 2026 and clarified specifications for Features 399 A2 and 5901 A3 and waste rock pile 1 location. A mandatory pre-bid meeting was held August 7, 2026; written inquiries were due August 13, 2026. Bid opening is August 25, 2026.
