About this opportunity
The State of Colorado Department of Natural Resources is requesting documented quotations for mine closure and remediation work on the DRUM Tenderfoot Flat Top Project, a Bureau of Land Management-owned property located 5 miles east of Gateway, Colorado in Mesa County, with bids due August 11, 2026 at 4:00 p.m. MT and opening August 12, 2026. Service-Disabled Veteran-Owned Small Businesses registered with the U.S. Small Business Administration may receive a 5% bid preference.
The scope encompasses closure of 37 mine features—nine prospect adits, two shafts, one subsidence feature, and twenty-five adits—using methods including grated corrugated steel pipes with bat-compatible or exclusion grates, backfill with native or waste rock, polyurethane foam application, bulkheads, and steel grates. Features span ten mine locations distributed across the Tenderfoot Flat Top area with varying depths (1 to 11 feet) and opening dimensions (1 by 1 feet to 15 by 5 feet). Access ranges from foot-only to recommended helicopter access for remote, rugged terrain; several features require Bureau of Land Management archeological monitoring. The project is scheduled from October 1 through November 19, 2026, with 50 calendar days to completion after Notice to Proceed including 10 days for mobilization. Work must comply with a detailed Safety, Health, and Environmental Action Plan addressing radon progeny monitoring (action level 0.2 Working Levels), gamma radiation exposure controls, bat-related decontamination protocols, Part 48 mine safety training, and hazard-specific requirements for fall protection, equipment operation, and environmental protection. Davis-Bacon prevailing wage requirements apply; contractors must maintain workers' compensation, commercial general liability ($1 million minimum), automobile liability ($1 million), and pollution liability ($1 million). Aircraft liability of $5 million is required if drones are used. Performance and Labor and Material Bonds are required if the bid exceeds $150,000. Bidders must document previous work on two or more mine safety closure projects with experience in at least one project involving steep, rugged conditions with rockfall hazards. Prequalification documentation, completed Bid Schedule, and List of Equipment Offered form must be submitted through Colorado Vendor Self Service. A mandatory virtual pre-bid meeting is scheduled for July 24, 2026 at 10:00 a.m. with pre-registration due July 23 at 10:00 a.m. Written inquiries are due July 31 at 4:00 p.m. The project is subject to Buy America Act, Build America Buy America Act, and Buy Clean Colorado Act requirements. Amendment No. 1, issued August 4, 2026, revised feature descriptions and specifications for five line items and clarified that certified weed-free mulch must be supplied, with Mountain Blade Runner and Heliqwest International as the only approved helicopter vendors.
