About this opportunity
The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is requesting documented quotations for mine closure work on the PKAA DRUM Little Long North Project, with bids due September 17, 2026 at 4:00 p.m. Mountain Time (revised by Amendment No. 2 from the original September 9 deadline), and bid opening on September 17, 2026. The project is federally funded through the Department of Energy Office of Legacy Management's Defense Related Uranium Mine (DRUM) Program and is subject to Davis-Bacon prevailing wage requirements, Build America Buy America Act compliance, and the Buy Clean Colorado Act for materials exceeding $500,000.
Bidders must demonstrate previous experience with two or more mine safety closure projects and at least one mine closure project in steep, rugged conditions with rockfall hazards, supported by contract documentation or references. The project involves closing 35–36 abandoned mine features (adits, shafts, prospects, vents, and stopes) across Montrose and San Miguel counties, approximately 40 miles north of Dove Creek and 30 miles south of Naturita, Colorado, using grates, corrugated steel pipes, backfill, polyurethane foam, cable nets, and bulkheads tailored to each feature's dimensions and geological conditions. Work is scheduled between October 5 and November 30, 2026, with a 56-calendar-day completion window including 10 days of mobilization.
Colorado resident bidder preference and Service-Disabled Veteran-Owned Small Business (SDVOSB) certification each eligible for a 5% price preference apply. The project evaluation is lowest grand total price. Performance and Labor and Material Bonds at 100% of contract price are required for bids exceeding $150,000, with 5% retainage withheld until satisfactory completion. Liquidated damages of $400 per day apply for failure to meet project deadlines. Contractors must comply with Safety, Health, and Environmental Action Plan (SHEAP) requirements, abandoned uranium mine site work safety procedures including radon progeny and gamma radiation exposure controls, archaeological monitoring at National Register of Historic Places–eligible sites, and BLM Fire Prevention Order Stage 1 restrictions effective May 29, 2026. A mandatory virtual pre-bid meeting was held August 25, 2026; Amendment No. 2, issued September 9, 2026, revised the Feature Work List and bid schedule and extended the bid deadline.
