About this opportunity
The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is issuing a Documented Quotation (DQ) for the PKAA Dream Canyon Project to remediate hazardous mine features across 21 identified mine openings in the Sugarloaf District of Boulder County, Colorado. The project involves the installation of mine closures using multiple methods including machine backfill, rock bulkheads with bat access features, and grated shaft closures with bat cupolas on privately owned properties. Core deliverables include mobilization and demobilization, development and implementation of a Project Safety, Health, and Environmental Action Plan (SHEAP), installation of 300 linear feet of sediment control, and closure installation across all 21 identified features with depths ranging from 5 to 100 feet and opening sizes varying from 2 feet by 3 feet to 50 feet by 35 feet. Additional non-guaranteed work items include imported rockfill, imported fill, grating installation, shaft footers, equipment time, and road base installation. All work must comply with Davis-Bacon Act wage requirements, Build America Buy America domestic content preferences, Buy Clean Colorado Act embodied carbon emissions standards, and white-nose syndrome bat habitat decontamination protocols. The project is scheduled for construction between June 3, 2026 and August 1, 2026, with a maximum performance time of 60 calendar days after receipt of Notice to Proceed, including 10 calendar days for mobilization. A mandatory pre-bid meeting and site inspection was held on April 16, 2026, with written inquiries due by 4:00 p.m. Mountain Time on April 20, 2026. Bids are due by 4:00 p.m. MT on May 5, 2026, with bid opening on May 6, 2026. Awards will be made to the lowest responsive and responsible bidder based on Grand Total Price, considering Colorado resident bidder preference and capability to meet performance requirements.
The procurement does not specify set-aside designations for disadvantaged enterprises; however, Colorado resident bidders receive preference consideration in the evaluation process. Bidders must submit a completed List of Equipment Offered form documenting all equipment intended for use on the project, and no incumbent vendors or current contractors are identified in the solicitation documents. Performance bonds and labor and material bonds of 100 percent of the original contract price are required for contracts exceeding $150,000. Contractors must obtain comprehensive insurance coverage including $1,000,000 commercial general liability, workers' compensation, automobile liability, and pollution liability coverage, with the State named as additional insured. The project is funded in whole or in part by federal funds from the Department of the Interior/Office of Surface Mining Reclamation and Enforcement (OSMRE) under Assistance Listing Number 15.252 and Colorado Severance Tax revenues. Liquidated damages are assessed at $400.00 per day for delays. No specific contract award value or budget range is disclosed in the solicitation documents; bidders must submit pricing through the Colorado Vendor Self Service (VSS) online portal with unit prices and total prices for all line items.
