About this opportunity

Pinellas County Board of County Commissioners is conducting a Request for Negotiations (RFN) for the purchase and development of eight surplus residential properties intended for affordable housing development. The county seeks statements of interest from developers to acquire and immediately develop vacant land parcels across Pinellas County, with a primary objective of constructing high-quality single-family homes that promote homeownership. All housing units must be sold to income-eligible households earning at or below 120% of the area median income, with preference given to proposals including units at or below 80% of the area median income. Developers are required to commence property development within twelve months of the sale closing date and must incorporate sustainable design principles, such as green building standards like LEED for Homes, tree preservation, and Florida-friendly landscaping. Evaluation criteria will focus on highest net sale proceeds, quality of development plan, developer's ability to complete the project, and experience in building single-family homes in the Tampa Bay area. The RFN was issued on July 29, 2024, with a question submission deadline of August 13, 2024, and a proposal submission deadline of August 27, 2024, at 3:00 pm.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the county encourages innovative and comprehensive housing development proposals. While no incumbent vendors are mentioned, the county offers various affordable housing incentives and may provide additional subsidies to make units more accessible to income-eligible homebuyers. The properties are being sold on an "As-Is, Where-Is" basis, with developers responsible for all due diligence, inspections, and associated costs. The properties range from 0.05 to 0.79 acres and have varying zoning classifications including RS, RL, RU, R-3, R-4, and R-E. Though no specific pricing is mandated, developers must demonstrate financial capacity and provide a comprehensive timeline for financing, design, permitting, construction, and home sales. The county will retain the right to cancel the contract if developers fail to meet specified conditions, with the property reverting to county ownership in such cases.

Opportunity text

The Pinellas County Board of County Commissioners (County) seeks statements of interest in response to this Request for Negotiations (RFN) for the purchase and development of affordable housing on the properties identified in Description of Property. The properties are being made available as single-family residential development opportunities to enhance the community, create jobs, provide new housing, and better utilize the property. The properties are intended for immediate development and not for purchase as investments. The development of the property shall commence within twelve (12) months from the closing date of the sale of property.

The County will consider all qualified responses to this RFN, and evaluate each response based on the evaluation criteria established in paragraph 17 and in accordance with the procedure set out herein. RESPONDERS ARE ADVISED THAT NO NEGOTIATIONS ARE FINAL, AND NO TERMS, PROVISIONS, OR UNDERSTANDINGS ARE BINDING AND ENFORCEABLE UNTIL APPROVED IN A WRITTEN CONTRACT AUTHORIZED BY THE BOARD OF COUNTY COMMISSIONERS AS PROVIDED HEREIN.

The objective of the sale of the surplus properties for affordable housing development is construction of high-quality housing, promotion of homeownership and inclusion of affordable units. All housing units must meet minimum affordability requirements and be sold to income eligible households with incomes at or below 120% of the area median income level. Preference may be given to proposals that include affordable housing units at or below 80% of the area median income.
