About this opportunity
The Pinellas County School District is soliciting sealed electronic bids for Instructional Services through a competitive procurement process. Bids must be submitted through the District's e-Procurement Portal at https://procurement.opengov.com/portal/PCSB no later than 2:00 pm Eastern Time on Monday, February 16, 2026. The solicitation documents were posted on January 29, 2026, and the District strongly recommends that bidders submit responses well in advance of the deadline, as no late submissions will be accepted regardless of technical difficulties. Bidders must register with the OpenGov Procurement system to receive automatic notifications of any addenda or amendments issued during the bidding period and to ensure they have access to the most current solicitation documents. All bids must be accompanied by an Affidavit of Compliance certifying that the bidding organization complies with Florida Statutes sections 287.138, 288.0071, and 787.06, which pertain to foreign ownership restrictions, foreign entity status, and human trafficking prohibitions. The District will give consideration to pricing established by the State of Florida Department of Management Services, Division of Purchasing through its existing contracts during the evaluation process.
Bidders must certify compliance with multiple statutory requirements regarding boycotts of Israel, the Iran Petroleum Energy Sector List, Sudan activities, Cuba and Syria business operations, felony convictions, and conflict of interest disclosures. All pricing must be submitted on a FOB Destination basis unless otherwise specified, and quoted prices must remain valid for ninety days from the submission date. Contractors must submit invoices within thirty calendar days after delivery and will receive payment in accordance with the Florida Prompt Payment Act, Part VII, Chapter 218, Florida Statutes, with the District preferring electronic remittance via virtual credit card payments. The solicitation documents do not specify the contract award value, budget range, or detailed scope of the instructional services being procured, as this information was not included in the available attachments. Bidders who believe they have been adversely affected by district decisions may file a written notice of protest within 72 hours of bid tabulation posting and must submit a formal written protest within 10 days, accompanied by a protest bond equal to 1 percent of the estimated contract value (minimum $500, maximum $5,000).
