About this opportunity
El Paso County is seeking qualified, experienced professional respondents for the Pikes Peak Regional Building Department (PPRBD) Ice Bank Design Build Project through RFP #25-059. The procurement involves replacing the existing ice bank cooling system with two potential options: Option One includes removing and replacing Ice Bank #1 and the cooling tower, while Option Two encompasses removing and replacing both Ice Bank #1 and Ice Bank #2 along with the cooling tower. The project requires comprehensive design and construction services, with a focus on installing new thermal storage and cooling infrastructure. Respondents must demonstrate significant experience with chilled water-cooling system installations and possess Niagara IV Certification. Proposal evaluation will be based on a weighted scoring system: 25% for company qualifications, 25% for key personnel abilities, 30% for project understanding and approach, and 20% for project cost. Electronic bid proposals are due on June 26, 2025, at 3:00 p.m. through the Rocky Mountain E-Purchasing system, with a project commencement date of July 15, 2025, and an initial contract period extending through June 30, 2026, with potential renewal for four additional one-year terms.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Respondents must be licensed by PPRBD in El Paso County and provide comprehensive insurance coverage, including workers' compensation and commercial general liability insurance. The project utilizes existing Baltimore Aircoll Company thermal storage units, specifically two Model TSU-476M units with a total certified capacity of 952 ton-hours of storage. While no incumbent vendors are directly mentioned, the current infrastructure includes ice chillers and a cooling tower manufactured by Baltimore Aircoil Company. Though a specific budget range is not explicitly stated, the project will be fully funded through El Paso County, with county oversight throughout implementation. Respondents are required to submit detailed documentation, including proof of relevant experience, at least three comparable retrofit project examples, and confirmation of local workforce participation.
