About this opportunity
Washington Suburban Sanitary Commission (WSSC Water) of Maryland is soliciting sealed bids under an Invitation for Bids for Piezometer Automation at WSSC Water Dams, with a non-mandatory pre-bid meeting on November 12, 2026 and responses due November 24, 2026. The solicitation includes Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) program requirements, and prevailing wage determinations for Prince George's, Howard, and Montgomery counties apply.
Bidders must have a minimum of five years of construction experience on electrical instrumentation projects, at least one Maryland-registered Master Electrician, and either an Experience Modification Rate below 1.0 or a Total Recordable Incident Rate not exceeding 100 percent of the industry average. The work is construction of Automated Data Acquisition Systems for 29 existing piezometers: four at T. Howard Duckett Dam, six at Brighton Dam, and 19 at Little Seneca Dam. Scope includes installing pressure sensors in existing risers, PVC conduit runs to a central PLC data logger, enclosures, and cable pulls. WSSC supplies the PLC controller enclosure, instrumentation power, and barometer, and the contractor verifies sensor accuracy under WSSC's process engineer and produces as-built surveys. Little Seneca work requires a Maryland Department of the Environment Dam Safety Permit before construction. Cutsheets indicate Build America, Buy America-compliant materials.
Pricing is firm fixed-price on a unit rate basis and must include fringe benefits, overhead, profit, general and administrative expenses, mobilization, and demobilization. WSSC retains five percent of each progress payment under the Maryland Little Miller Act. Performance and labor and material payment bonds, plus a letter of intent to issue a maintenance bond, are each required at 100 percent of the contract price. The scope includes base and option years, if applicable. A Mid-Atlantic Purchasing Team cooperative purchasing clause allows eligible governmental entities and authorized resellers in the region to leverage the resulting pricing and terms.
Prevailing wage basic hourly rates range from $19.50 to $59.50 across the three counties, with certified payroll due electronically within 14 calendar days of each payroll period. Only apprentices registered with the Maryland Apprenticeship and Training Council may work on the project.
Timeline: the pre-bid meeting is November 12, 2026 at 10:00 a.m. via Microsoft Teams, questions are due November 16, 2026 at 2:00 p.m., and responses are due November 24, 2026 at 2:00 p.m. through WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted.
