About this file

This is a permit modification document issued by the Maryland Department of the Environment (MDE) to the Washington Suburban Sanitary Commission (WSSC) for the Little Seneca Dam Piezometer Replacement project in Montgomery County, Maryland. The revised Dam Safety Permit No. 25-MR-0003, originally issued on August 27, 2024, and modified on October 24, 2025, authorizes construction of an automated data acquisition system (ADAS) for piezometers as detailed in design sheets 1 to 11 prepared by AECOM. The permitted work consists of trenching, conduit installation, junction boxes, and the ADAS system installation. The permit is addressed to Lei (Kevin) Fu at WSSC's Laurel, Maryland headquarters. All other conditions of the original Dam Safety Permit remain in effect, and work shall be performed in accordance with the specified design documents.

This permit modification is tied to a broader state and local contract opportunity for Piezometer Automation at WSSC Water Dams, which solicits sealed responses for the construction of automated data acquisition systems for piezometers at three WSSC Water dams: T. Howard Duckett Dam, Brighton Dam, and Little Seneca Dam. The contract response deadline is 2:00 p.m. on Tuesday, November 24, 2026, with responses submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Contractors must perform all work in conformance with WSSC Water Standard Specifications. The permit modification represents regulatory authorization for one component of this multi-dam automation project. Any petitions for judicial review of the permit must be filed within thirty days of publication in Howard County Circuit Court.
