About this opportunity
The City of Sun Prairie, Wisconsin's Department of Parks, Recreation & Forestry is soliciting proposals for professional services to design and engineer tournament-quality lighting for the Wyndham Hills Pickleball complex. The project requires a qualified firm to provide comprehensive lighting design services, including a kick-off meeting with city staff, development of preliminary and final lighting designs, coordination with Sun Prairie Utilities and LSI Lighting, and detailed cost opinions for phased installation options covering four to ten pickleball courts. The successful vendor must prepare construction documents, acquire necessary permits, and provide full construction administration services such as pre-construction meetings, submittal reviews, on-site inspections, and final punch list development. Proposals will be evaluated using a 100-point weighted scoring system that considers firm qualifications (25 points), relevant experience (25 points), cost (25 points), sustainability practices (10 points), and certification status (15 points). The proposal deadline is October 21, 2022, at 2:00 PM CST, with a required minimum qualification that the project lead must have at least five years of professional sport court lighting design experience.
The RFP includes provisions for disadvantaged business enterprises (DBE), women-owned business enterprises (WBE), and disabled veteran-owned businesses (DVB), which will be considered in the evaluation process. Local vendor preference may also apply unless exempted by state law. The total project budget is $75,000, which covers design, engineering, construction documents, and construction costs, with potential for phased implementation prioritizing the four newest courts. The contract term is set for one year, from January 2, 2023, to January 2, 2024, with an option to extend for an additional year based on mutual agreement and potential Consumer Price Index adjustments. LSI Lighting has already completed a preliminary layout, and a topographic site survey was conducted prior to spring 2022 construction. While lights, poles, and lighting controls may be sole-sourced or directly purchased from LSI Lighting, this arrangement has not been definitively confirmed and will depend on identifying an existing contract to piggyback.
