About this opportunity

DeKalb County School District (DCSD) issued RFP 22-475 on August 26, 2021, requesting proposals for integrated physical security services across 139 school facilities, with proposals due September 28, 2021 at 2:00 PM EST. The district seeks a single vendor capable of assessing and replacing security camera infrastructure, intrusion detection alarm systems, and access control systems as a unified, integrated solution—the core integration requirement filters the competitive field to firms with multi-system capability.

DCSD operates approximately 7,900 IP cameras (distributed as 60% 2MP, 35% 4MP, 5% 8MP) with Salient Video Management System and edge recording; 148 IP-based door stations; and networked intrusion panels with third-party central-station monitoring. Existing access control uses Continental CA4000 panels, 1,276 HID Prox2 readers, and electric door strikes. The district currently lacks 24/7 security operations center functionality, facial recognition, building lockdown features, and visitor management systems. Network bandwidth capacity is 1 Gbps camera-to-closet and 20 Gbps aggregate to data center. Scope encompasses 79 elementary schools, 19 middle schools, 20 high schools, 8 education/other facilities, 8 administrative centers, and 5 athletic stadiums serving approximately 100,000 students.

The contract requires firm fixed pricing with all costs included for turnkey solutions (labor, materials, equipment, trained personnel, insurance, travel, administrative costs) with no add-on charges permitted. Itemized pricing and service costs must be itemized; pricing may be adjusted for future projects based on actual site conditions discovered during assessments. A minimum three-year warranty is required. Initial contract duration is approximately one year from execution, with up to four one-year renewal options contingent upon DCSD's offer, the offeror's acceptance, and Board of Education approval.

Evaluation weights compliance at 35%, ability to execute at 30%, cost at 20%, and interviews/presentations/demonstrations at 15%. Background checks ($45 per person) and comprehensive insurance coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate are mandatory. The virtual pre-proposal conference was held September 8, 2021; 31 companies attended, including Honeywell, Siemens, ADT Commercial, Johnson Controls, and Motorola Solutions. Convergint Technologies LLC was awarded the contract.
