About this file
This is a Questions and Answers document for RFP 22-475 issued by DeKalb County School District (DCSD) for comprehensive physical security services encompassing access control, intrusion detection, and video surveillance systems. The District seeks qualified consultants and firms to assess and replace security infrastructure across 139 school facilities, including 79 elementary schools, 19 middle schools, 20 high schools, 8 education/other facilities, 8 administrative centers, and 5 athletic stadiums. The proposed solution must integrate three core systems: security camera infrastructure, intrusion detection alarm systems, and access control systems. DCSD accepts alternative approaches and all responses to the RFP. The proposal submission deadline is 2:00 PM on Tuesday, September 28, 2021, with a virtual public acknowledgement scheduled for 3:00 PM on the same date via Microsoft Teams. A virtual pre-proposal conference was held on September 8, 2021, with attendee sign-in sheets posted to IONWave and the Georgia Procurement Registry. The contract terms and implementation timeline are detailed in Section II.A of the RFP document.
The current physical security environment consists of approximately 7,900 IP cameras distributed across facilities with the following specifications: 60 percent 2MP, 35 percent 4MP, and 5 percent 8MP, utilizing Salient as the Video Management System with edge recording as the primary method. The District operates 148 IP-based door stations recorded to a central database and utilizes networked intrusion panels monitored through a secondary system with third-party central station monitoring that mirrors activity at the District's command center. The District does not currently operate a 24/7 security operations center and does not have facial recognition, building lockdown features, or a security kiosk visitor management system in place. Network bandwidth capacity includes 1 Gbps from camera to local network closet and 20 Gbps aggregate bandwidth from sites to the data center. Responders must include itemized pricing and service costs in their proposals; pricing may be adjusted for future projects based on actual site conditions discovered during assessments. No budget information or incumbent contractor details are publicly available, though the current contract is expiring and the District seeks to maintain third-party alarm monitoring services. A minimum three-year warranty is required.
