About this opportunity

Broward County is requesting bids for Phoenix LED Floodlights as an open-end supply contract for the Port Everglades Department, with bids due September 25, 2026. Small Business Enterprise (SBE) and County Business Enterprise (CBE) procurement preferences apply under Office of Economic and Small Business Development requirements. Local-vendor preference under Broward County Code Section 1-74 is available to vendors maintaining a physical business address in Broward County and conducting day-to-day operations from that location; vendors must submit location certification by the due date to qualify for Best and Final Offer consideration or tiebreaker status.

The scope covers six specified models of Phoenix EcoMod 3 Series LED floodlights (277–480 Volt) totaling 281 units across multiple line items, intended to replace failed units and replenish inventory for Ship-to-Shore Cranes at Port Everglades. Pricing must be submitted on an F.O.B. Destination basis with all freight and fuel incorporated into unit price; no additional charges are accepted. A twelve-month warranty from the date of purchase is required. Delivery occurs Monday–Friday, 8:00 a.m. to 4:00 p.m., excluding County holidays, at Port Everglades Crane Division, Southport, 2050 SE 42nd Street, Building #33, Fort Lauderdale, Florida 33316.

The contract term is one year from award, renewable for up to four additional one-year periods at the Director of Purchasing's discretion subject to vendor acceptance and satisfactory performance. No price increases are permitted during the initial term; for renewals, increases are limited to the percentage change in Consumer Price Index or Producer Price Index as calculated by the U.S. Department of Labor Statistics. Award will be made to the lowest responsive, responsible bidder based on total bid price, though the County reserves the right to award on a group or item-by-item basis. Recent bid tabulation shows eight competing vendors with total bids ranging from $697,850.59 to $889,475.52. Vendors must submit all responses electronically through BPRO by the due date, complete all required certifications (Anti-Human Trafficking Affidavit, Litigation History Disclosure, Location Certification if claiming local preference), list all subcontractors and major material suppliers exceeding $50,000, and provide proof of required insurance within three business days of demand or be deemed nonresponsive.
