The contract term runs August 1, 2026, through July 31, 2027, with two optional renewal periods (August 1, 2027–July 31, 2028, and August 1, 2028–July 31, 2029). HHSC may extend the contract for up to one additional year beyond the initial and renewal terms. The service location is the Health and Human Services Commission in Austin, Texas (HHS Region No. 7). Bidders must submit firm, fixed prices covering all labor, equipment, materials, supplies, and related expenses on Exhibit C. Price adjustments may be permitted during renewal periods, subject to adjustment to the Consumer Price Index for Urban Wage Earners and Clerical Workers or All Urban Consumers as published by the Bureau of Labor Statistics.

Bidders must complete and sign Exhibit A (HHS Solicitation Affirmations) and submit the Exhibit C Pricing Sheet; failure to submit these documents results in disqualification. A HUB Subcontracting Plan is encouraged but not required. Contractors must maintain comprehensive insurance including Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million general aggregate), Commercial Automobile Liability ($1 million per accident), Professional Liability ($1 million), and Umbrella Liability ($1 million). Responses may be submitted electronically via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to HHSC's Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas. No guarantee of volume, usage, or compensation is provided, and all contracts remain subject to appropriations, fund availability, and termination rights.
