About this opportunity
Peninsula Airport Commission is soliciting bids for the PHF Bathroom Refurbishment Project at Newport News/Williamsburg International Airport in Virginia, with bids due 11:00 a.m. on October 29, 2026. Addendum 3 requires electronic submission through the Commonwealth of Virginia's EVA Procurement Portal and prohibits sealed envelopes; the public bid opening will be held by Microsoft Teams. The base bid package sets a Disadvantaged Business Enterprise goal of 9.4% participation and requires a Small Business Subcontracting Plan showing good-faith efforts, but Addendum 1 states that no DBE requirements apply because the project is not federally funded. Buyers should treat the Addendum 1 position as the governing one.
The scope covers a base bid for basement storage-room work and an additive Alternate 1 for basement restroom work. Men's and women's restroom renovation runs across eight phases and includes demolition, new ceramic tile, gypsum board ceilings, LED lighting, plumbing fixture replacement, glass partitions, and ADA-compliant signage. Painting, accessible signage, and general signage follow Sections 09 91 00, 10 14 23, and 10 14 00. Construction is limited to weekdays from 8:00 a.m. to 5:00 p.m. with no weekend work, and sprinkler shutdowns are capped at six hours per day with 48 hours' notice. SIDA badges cost $105.00 per person for first-floor work, and a badged worker may escort up to five additional workers. Permitting and inspection fall under the City of Newport News, and the contractor pays all permit, testing, and inspection fees.
The contract runs 15 administrative work days followed by 90 construction work days from the Notice to Proceed, for 105 work days in total. Liquidated damages are $500 per calendar day. Bidders must post a bid bond at 5% of the total base bid including Alternate 1, with the Peninsula Airport Commission as obligee. Addendum 1 sets bond furnishing at 15 calendar days after award. Payment is monthly on approved estimates with 5% retained until completion and acceptance, and materials and workmanship carry a one-year guarantee from final acceptance. The base package also requires E-Verify for employers with more than 50 employees and Buy American compliance under 49 USC 50101. Award goes to the lowest responsive and responsible bidder based on net prices as submitted.
The mandatory prebid conference listed in the base package was scheduled for October 16, 2026, and Addendum 1 describes attendance as encouraged. The question deadline was October 19, 2026. Bid documents are available through a direct email request to Fabio Bendana at fbendana@bsquare.design, who is also the designated contact for bid questions. Addendum 1 answered 11 requests for information and Addendum 2 answered 17 more.
