About this file
This document is Addendum 1 to the PHF Bathroom Refurbishment Project at Newport News/Williamsburg International Airport, issued by BSQuare Design on behalf of the Peninsula Airport Commission on October 8, 2026. The addendum addresses 11 Requests for Information (RFI 001-011) submitted by BSQuare Design to clarify discrepancies and missing documentation in the original bid package. The project involves comprehensive restroom renovation work at the airport, with construction phased according to drawings AP-100 and AP-101 over eight phases. The contract time is 90 calendar days from the Notice to Proceed, with material procurement required to be completed within this period. Work hours are restricted to 8:00 AM to 5:00 PM on normal business days only, with no weekend or overnight work permitted. SIDA badging at $105.00 per person is required for first-floor work, with badged personnel able to escort up to five additional workers. The pre-bid question deadline is October 19, 2026, end of business, with all written pre-bid questions directed to Fabio Bendana at fbendana@bsquare.design. The permitting and inspection jurisdiction is the City of Newport News. Bidders are encouraged to attend a pre-bid meeting where additional logistical details regarding staging areas, parking, and SIDA escort protocols will be provided.
The addendum clarifies critical contract requirements including that the bid bond obligee is the Peninsula Airport Commission at five percent of the total base bid including Alternate 1, with furnishing required within 15 calendar days of award. Liquidated damages are set at $500 per calendar day, with damages ceasing upon substantial completion as approved by the Owner/Project Manager. The project contains a base bid for basement storage-room work and an additive Alternate 1 for basement restroom work. There are no wage determination or prevailing wage requirements as the project is not federally funded, and no DBE or hazardous materials abatement requirements apply. Contractors are responsible for investigating terrazzo patching needs and tile specifications as depicted in the contract drawings, with all decal graphics and signage requiring Owner and Architect approval. The addendum represents a formal amendment to the contract documents and serves as notice to all prospective bidders of clarifications and responses necessary for accurate bid preparation.

RFI 001 — RFI Submission Route and Missing Documents
Reference:
Front-End Documents §20-15, page 43; §50-04, page 48
QUESTION:
Please identify the designated recipient and email address or portal for written pre-bid questions. Please provide all issued addenda and the Project Special Provisions referenced as "Section PSP," which were not located in the supplied package.
OWNER RESPONSE:
No addenda has been issued prior to this addendum and there are no special provisions other than the standard project specifications, front end documents and construction drawings
(contract documentation). Written pre-bid questions can be sent to Fabio Bendana at fbendana@bsquare.design. No questions will be entertained after October 19th, 2026 EOB.
RFI 002 — Conflicting Construction Phasing
G-002; AP-100/AP-101; Specifications §01 12 00, pages 5–6
G-002 describes three phases, §01 12 00 describes six phases, and AP-100/AP-101 depict eight phases with a different sequence. Please identify the controlling sequence and issue coordinated phasing requirements. Confirm that the temporary restroom arrangement and fixture availability shown on AP-
100 satisfy the requirement to maintain operational, code-compliant men's and women's facilities throughout construction.
Contractor to follow the 8 phases as per drawings: AP-100/AP-101. The drawings have been approved by the Building Department.
RFI 003 — Contract-Time Start and Completion Milestone
Front-End Documents, Special Terms page 5; Proposal B-1, page 10; Contract, page 25
The special terms reference 90 calendar days after receipt of order, while the contract establishes commencement through an Owner-issued Notice to Proceed. Please confirm the event that starts the
90-day contract period and whether substantial completion or final acceptance ends that period and stops liquidated damages. Please provide the anticipated Notice to Proceed date and clarify whether material procurement and submittal review must occur within the 90-day period.
The Owner will issue a Notice to Proceed. Material procurement is to initiate upon receiving the
Notice to Proceed and must conclude within 90 days to not delay the project. Liquidated damages will stop after substantial completion is reached and approved by the Owner/Project Manager.
RFI 004 — Airport Installation Restrictions and Logistics
Specifications §01 12 00, pages 5–6; §09 30 00, page 35; Terrazzo section, page 45
Please provide the referenced "PHF-Specific Installation Notes, Section D," which were not located in the supplied package. Please identify:
1. Permitted work hours and required overnight work.
2. Personnel badging, escort requirements and associated fees, including whether SIDA requirements apply to this non-secure work area.
3. Available staging/storage areas, contractor parking, delivery and debris-removal routes.
4. Required daily reopening or cleanup conditions.
5. The permitting and inspection jurisdiction, as drawing title blocks identify Newport News and
County: York.
1. The contractor shall work normal business hours, 8:00 AM to 5:00 PM. No weekends or overnight work is allowed.
2. SIDA badging will be required for work on the first floor of the building. The cost of badging is $105.00, and each badged person can escort up to 5 people. Rules for escorting will be provided during the pre-bid meeting.
3. Staging areas and contractor parking are available. Details will be provided during the pre-bid meeting.
4. Work is inside the building. Contractors shall take all necessary measures to control dust and debris on a daily basis and contain tools and equipment inside the work areas. Areas exposed to passengers must be cleaned and free of dust and debris at all times. Working hours are 8:00
AM to 5:00 PM.
5. Permitting and inspection jurisdiction: City of Newport News.
RFI 005 — Conflicting Security and Bond Requirements
Front-End Documents, pages 1, 4, 7, and 12; Commission bond forms; §30-06, pages 45–46
Please resolve the following conflicts:
1. Peninsula Airport Commission versus the Commonwealth of Virginia as the bid-security and award-bond obligee.
2. Five percent of the total base bid versus five percent of the "greatest extended total," including treatment of Alternate 1.
3. The advertisement/proposal's ten-day contract and bond furnishing requirement versus the fifteen-day requirement in §30-06.
Please identify the controlling bond forms, security calculation and furnishing deadline.
OWNER RESPONSE:
1. The obligee is the Peninsula Airport Commission.
2. Five percent of the total base bid including Alternate 1.
3. The correct furnishing period is 15 calendar days.
4. The bid bond shall be received with the bid proposal and shall be 5% of the bid amount.
RFI 006 — Alternate Pricing and Bid-Submission Requirements
AD-103; P-203/P-204; Front-End Documents, pages 4, 6, 9–11
AD-103 distinguishes basement restroom work as Alternate 1 and basement storage-room work as Base
Bid. P-203/P-204 also identify Alternate 1 sanitary work, but the supplied proposal form does not provide a separate alternate-price entry. Please provide the required alternate pricing form and confirm whether Alternate 1 is additive or deductive and how it will be evaluated for award. Please reconcile the total-bid form with the unit-price and time-and-material provisions. Identify products requiring certified test reports with the bid and provide the referenced Small Business Subcontracting Plan and SCC forms.
Please identify the exact receiving desk for hand-delivered sealed bids.
Please see the revised bid form attached to this addendum. Hand-delivered sealed bids shall be submitted to the Airport Commission offices located within the airport.
RFI 007 — Missing Wage Determination and Labor Requirements
Front-End Documents, Proposal B-2, page 11
B-2 requires bid preparation using Secretary of Labor minimum wage rates, but a project-specific wage determination was not located in the supplied documents. Please provide the applicable wage determination number, revision and effective date, together with the governing labor clauses and certified-payroll/reporting requirements necessary for bid pricing and contract performance.
Wage determination and labor compliance requirements apply only to federally funded projects.
This requirement is not applicable to this contract.
RFI 008 — Missing Appendix D and EEO Submission Timing
Front-End Documents, Proposal B-2, page 11; DBE requirements/forms, pages 21–23
B-2 references Appendix D and attached Equal Employment Opportunity requirements, but a separately identified Appendix D/EEO package was not located. Please provide the complete referenced package or identify the supplied pages that satisfy it. B-2 states that EEO requirements must accompany the proposal but also references submission within ten days after low-bidder notification. Please identify the specific EEO documents required with the bid and those permitted after notification.
There is no DBE requirement for this contract.
RFI 009 — Hazardous-Material Survey and Abatement Schedule
Specifications §02 41 19, page 7
The specifications require an Owner-provided hazardous-material survey and assign identified abatement to the Owner unless otherwise indicated. The survey was not located in the supplied package. Please provide the survey covering all affected work areas, including the basement base-bid and Alternate 1 areas. Identify any known abatement locations and the planned Owner-abatement schedule, including when each affected area will be released for contractor work.
There is no need for abatement in the building. No hazardous materials are known to be present.
RFI 010 — Terrazzo System and Scope Limits
A-300, details 12–13; A-400; Specifications terrazzo section §08 40 00, pages 42–52
The drawings identify localized terrazzo infill/repair and matching to existing finishes. The specifications describe both cementitious and epoxy systems, broader corridor applications, divider strips and terrazzo base. Please identify the required system, thickness, substrate preparation, divider strips and base treatment at each depicted repair location. Please confirm whether the terrazzo scope is limited to the drawing-designated repairs or includes additional corridor flooring/base work described in the specifications. Identify any additional required areas on the drawings.
Contractor to investigate what is needed to patch existing terrazzo within the scope as per the contract drawings.
RFI 011 — Tile, Backer Board, Glass Tags and Signage Coordination
A-200/A-201/A-300/A-400; G-003; Specifications §09 30 00, pages 36 and 38; §§08 80 00 and 10 14 00
Please resolve the following discrepancies:
1. The specifications require 4″ × 12″ field wall tile, running bond, and a continuous accent band at 42″
AFF; the drawings show 12″ × 24″ wall tile and a different accent arrangement. Confirm the required tile size, product, and layout.
2. The specifications require ½″ tile backer board, while G-003/A-300 indicate ⅝″. Confirm the required thickness and board type.
3. A-400 schedules the glass finish at MVW-8, while the glazing/signage specifications identify MVW-10.
Confirm the correct glass/decal locations and issue coordinated tags. Please clarify whether the
Owner/Architect will furnish final decal artwork or whether original graphic design is included in the contractor’s scope. Provide the bid-basis quantity, sizes, and locations for S-05 directional signs, listed as TBD on specification page 58.
OWNER RESPONSE:
1. Contractor to follow the drawing elevations for size and arrangement of wall tile.
2. Contractor to provide 5/8” backer board. The type of board should follow the application.
3. Decal work is per contractor as specified in the contract documents and must align with the design intent. All graphics must be approved by the Architect/Owner. All signs and quantities are described in the drawings floor plans and elevations. The glass with decal location is only at the entrance of the bathrooms as per elevations A200 and A201.
Section 4 — Closing Note
