About this file
This is Addendum 2 to the contract documents for the PHF—Newport News/Williamsburg International Airport Restroom Refurbishment Project, issued by BSQuare Design on behalf of the Peninsula Airport Commission on October 20, 2026. The addendum addresses 17 Requests for Information (RFI 012–028) submitted by bidders regarding scope clarifications, material specifications, signage requirements, phasing procedures, and administrative timelines. The project involves comprehensive renovation of men's and women's restrooms across eight phases, including demolition, new ceramic tile installation, gypsum board ceilings, LED lighting, plumbing fixture replacement, glass partitions, and ADA-compliant signage. The contract duration is structured as 15 administrative work days followed by 90 construction work days from the Notice to Proceed, totaling 105 work days. The addendum includes detailed specifications for painting (Section 09 91 00), accessible signage (Section 10 14 23), general signage (Section 10 14 00), and cleaning boundaries with phased turnover procedures. Bidders must submit all required administrative deliverables—including certificates of insurance, building permits, shop drawings, purchase orders, and a baseline construction schedule—within the first 15 work days before on-site construction may commence.
Key contractual requirements include one comprehensive Notice to Proceed issued at contract execution with no separate administrative NTP; construction work is limited to weekdays only (no weekend work) between 8:00 a.m. and 5:00 p.m., with sprinkler system shutdowns limited to 6 hours maximum per day on weekdays from 7:00 a.m. to 2:00 p.m. with 48 hours' notice. The contractor is responsible for all permit fees, testing, and inspection fees. Temporary wayfinding signage and daily progress cleaning are contractor-provided throughout all phases, with phase-end final cleaning required before bathroom areas reopen to the public (Phases 4, 6, and 8). The project involves coordination with Airport Operations, TSA badging requirements (SIDA badges for site access; two-week to one-month processing), and delivery route coordination. No pricing information, set-asides, or funding sources are provided in this addendum document. The architect reserves the right to withhold authorization to begin on-site work if administrative deliverables are materially incomplete at the end of work day 15, and any delay to on-site start beyond work day 16 remains the contractor's responsibility without extending the substantial completion date.

RFI 012 — Missing Painting Specification
Reference:
Ceiling specification on PDF page 27 references Section 09 91 00—Painting
QUESTION:
The ceiling specification on PDF page 27 references Section 09 91 00—Painting, but we could not locate that section in the supplied manual. Please provide the complete section, including approved manufacturers/product lines, substrate-specific primers, number of coats, dry-film thicknesses, colors, sheens, and coating systems.
OWNER RESPONSE:
See attached specification Section 09 91 00
RFI 013 — Painting Scope: Base Bid and Alternate 1
A-400, AD-103
Please identify the painting included in the base bid versus Alternate 1/basement work. In particular, confirm the required extent of restroom ceiling/soffit painting, coves behind glass panels on A-400, and repaired basement CMU walls on AD-103. For match-existing areas, please confirm whether full wall surfaces or only repaired areas must be repainted and how existing colors and sheens will be established.
1. Base Bid vs. Alternate 1 — Painting Scope Summary
All upper-level bathrooms scheduled on A-400 with a GWB/PNT ceiling finish receive new paint as part of the base bid renovation scope.
The basement Storage Room CMU wall: Contractor to partially demo the CMU wall to remove the embedded sanitary pipe, then rebuild the demolished portion and repaint the surface to match existing paint. This CMU repainting is a Base Bid item.
Alternate 1 painting work is limited to the basement Men's and Women's Bathrooms. Contractor to partially demo the front side of the chase to replace the sanitary riser, rebuild the demolished
CMU portion, and repaint the surface to match existing paint. The inside of the bathrooms are also painted in it entirety with matching color paint. Contractor to partially demo the chase CMU wall on the outside of the bathroom, demo and replace the sanitary riser, rebuild the demolished
CMU portion, and repaint the surface to match existing paint. Additionally, under Alt-1, the gypsum board ceilings in the basement Men's and Women's Bathrooms are demolished to access the sanitary piping. Contractor shall replace the demo gypsum ceiling in kind. The replacement gypsum ceiling is to receive paint finish consistent with the standard GWB/PNT ceiling finish called out in the Finish Schedule (A-400).
Restroom Ceiling / Soffit Painting
Per the Finish Schedule on Sheet A-400, the ceiling finish for all bathroom bays (Men's and
Women's, all MBW, MVW, WBW, WVW room tags) is designated GWB / PNT — Gypsum Wall
Board with a Paint finish. This applies to all ceiling surfaces within the renovated restroom areas as part of the base bid scope.
Coves Behind Glass Panels (A-400 / MVW 8)
The cove surfaces behind and adjacent to the tempered glass panels at vanity locations MVW 8
(Men's and Women's) shall be painted as part of the base bid scope. The painted cove is a GWB surface visible behind/through the glass panel. Painting is included in the base bid.
Base bid for CMU walls: The intent is to repaint only the repaired/rebuilt portions of the CMU wall surface, not the full wall. The scope is limited to the area of reconstruction. If blending of the repainted area with the adjacent existing painted CMU surface cannot be achieved without visible discontinuity, the Contractor shall notify the Architect for direction prior to proceeding.
Match-Existing — Color and Sheen Verification Protocol
Prior to painting any match-existing area, the Contractor shall:
Field-verify the existing paint color and sheen on the CMU surfaces in the presence of the
Owner's Representative.
Submit a paint sample (minimum 12" × 12" on the actual substrate in the actual location) for
Architect's and Owner's written approval before proceeding.
If the existing paint product is no longer available or cannot be matched within an acceptable tolerance, submit alternate color options to the Architect and Owner for selection. The Owner reserves the right to select a new color for the full wall surface if an acceptable match cannot be achieved, at no additional cost if the repainted area is within the scope noted above.
