About this opportunity

Sacramento County is soliciting proposals for no-cost pet insurance to be offered to pet adopters, with proposals due October 8, 2026 at 2:00 p.m. and questions due September 15, 2026. The County shall have zero financial obligation for premiums, claims, administrative fees, enrollment fees, implementation costs, marketing materials, customer service, or any other program-associated costs — the vendor bears all operational and financial responsibility.

The scope covers comprehensive illness and accident protection, wellness and preventive care (annual exams, vaccinations, flea/tick and heartworm prevention, routine bloodwork, dental cleanings), and automated enrollment at point of adoption for approximately 1,000 small breed dogs, 1,000 medium breed dogs, 1,000 large breed dogs, and 3,500 cats. The selected proposer must implement the program with minimal County staff involvement, provide dedicated customer support, develop marketing materials, and submit quarterly reports on policies issued, cancellations, renewals, and related metrics.

Rather than accepting revenue sharing or referral fees, the vendor must provide a Public Benefit Contribution to the County calculated as either a fixed annual amount or an alternative clearly-defined methodology based on enrollment volume or policy metrics, supporting County animal services and related public purposes. The vendor must identify the legal name of the insurer/underwriter and NAIC number, provide evidence of California insurance authorization, and specify any third-party administrators or claims handlers.

Proposals are limited to five pages of narrative content, excluding required forms, pricing documents, certifications, and resumes. Proposals must be submitted electronically through the OpenGov Procurement portal and remain effective for 180 days from submission or until contract execution, whichever is later. The County's standard terms and conditions apply unless proposers identify specific provisions for negotiation. No set-asides, preferences, or local-vendor requirements are stated.
